Convergence rates in total variation are established for some models of queueing theory and relia... more Convergence rates in total variation are established for some models of queueing theory and reliability theory. The analysis is based on renewal technique and asymptotic results for the renewal function. It is shown that convergence rate has an exponential asymptotics when the distribution function of the regeneration period satisfies Cramér's condition. Results concerning polynomial convergence are also obtained.

Contractual relations of firms with a state may give lenders a positive signal and facilitate acc... more Contractual relations of firms with a state may give lenders a positive signal and facilitate access to debt. This paper studies the impact of public procurement contract on firms access to debt using an extensive survey of Russian manufacturing firms combined with accounting and procurement data. It shows that earnings from state-to-business contracts increase the short-term debt twice larger than revenue from private contracts. The long-term debt is not affected by public contracts differently compared to private contracts. The debt sensitivity to public contracts is four times larger for politically connected firms, though it is still positive and significant for non-connected firms. The paper concludes that political connection does not entirely suppress the beneficial access to debt the public contracts create.

This paper studies the indicators of public procurement efficiency as perceived by procurers and ... more This paper studies the indicators of public procurement efficiency as perceived by procurers and suppliers and what barriers must be overcome to consider procurement efficient. The authors used an online survey of Russian procurers and suppliers conducted in 2020 as the main data source. Methods based on comparison of descriptive statistics and distributions of answers for different subsamples were exploited. The analysis reveals that, despite the importance of fighting corruption and increasing competition, most participants consider the supply of high-quality goods and timely contract execution the most important criteria. COVID-19 has mitigated the rigidity of the regulation but exacerbated the ambiguity problem. During the pandemic, contract execution worsened. To improve procurement efficiency, the regulator should clearly specify requirements and consider the main participants' interests.
Government support to small business enterprises (SBEs) through set-aside (SA) public procurement... more Government support to small business enterprises (SBEs) through set-aside (SA) public procurement auctions is a common practice. The effect of the SA mechanism is, however, ambiguous. On the one hand, SA auctions can attract more SBEs to compete; on the other hand, SA auctions restrict the entry of—possibly—more cost-efficient large firms. We investigate SA auctions’ effect by exploiting an original Russian database on public procurement e-auctions for granulated sugar (a largely homogeneous good) in the period 2011-2013. To identify the causal effect of SA auctions, we overcome two endogeneity issues: procurers’ choice of SA format and firms’ decision to bid. In an empirical setting where confounding elements are minimized, we found that SA auctions’ effect largely depends on both the reserve price value and the level of competition. We found that there exists an optimal interval for the reserve price where SA auctions record lower procurement prices, as compared to non-SA auctions.

Basing on existing literature, we proposed that (1) tenure impact on competition in public procurement is nonlinear and (2) it depends on the governors pre-existing work experience in the region before he/she was elected/appointed. To test these hypotheses we employ contract-level data for the whole population of public contracts on road constructions in Russian regions during 2011-2014, and governors biographical information. The analysis showed that during the first two terms of a new governor in office, the procurement competition increases and thenstarts to decrease. Such a non-linear effect is especially prominent for governors-outsiders - the ones without pre-existing local ties. The reform of budget sector entities enables us to compare the impact of different types of publi... more The reform of budget sector entities enables us to compare the impact of different types of public procurement regulations in budget and autonomous organizations in Russia. Such analysis is important in the view of a critical discussion of the effects of the current procurement regulation (94-FL) as well as taking into account the introduction of the Federal Contract System in 2014.Using differences in the differences methodology, we consider public procurements of two national universities in 2011-2012. All procurements of the first university were regulated by the 94-FL requirements. Procurements of the second university were regulated by the 94-FL until June 2011. Later this university introduced its own Procurements Provision. This paper analysis the impact of centralized monitoring enlargement in a large public organizati... more This paper analysis the impact of centralized monitoring enlargement in a large public organization on incentives for efficient activity of organization’s departments, which have different levels of financial autonomy. We analyze the data of the large public organization during 2008-2013. The efficiency of departments’ activity was measured by competiveness of their procurements and delays in contract executions. All departments of the organization were classified as budget-funded departments and autonomous departments that have more financial autonomy. From the wide spectrum of procured goods we have selected two types of procured services that were often procured by autonomous and budget-funded departments: printing services and data collection services.The results show that during the period of standard monitoring, the autonomous departments had more efficient procurements compared to the budget-funded departments.
