A dificuldade de integracao entre entes federativos na formulacao e na implementacao caracteriza ... more A dificuldade de integracao entre entes federativos na formulacao e na implementacao caracteriza diferentes campos de politicas publicas no Brasil, sobretudo no que diz respeito as relacoes entre instâncias de governo formuladoras de diretrizes de nivel nacional e as executoras de nivel local. De acordo com a legislacao vigente, os municipios sao os responsaveis pelas atividades de manejo de residuos solidos urbanos (RSU) e limpeza urbana. A Lei Federal no12.305/2010, que institui a Politica Nacional de Residuos Solidos (PNRS), estabelece principios e objetivos, proporcionando um marco para a gestao de RSU no Brasil. An important problem in the theory of compressible gas flows is to understand the singular behavi... more An important problem in the theory of compressible gas flows is to understand the singular behavior of vacuum states. The main difficulty lies in the fact that the system becomes degenerate at the vacuum boundary, where the characteristics coincide and have unbounded derivative. In this paper, we overcome this difficulty by presenting a new formulation and new energy spaces. We establish the local in time well-posedness of one-dimensional compressible Euler equations for isentropic flows with the physical vacuum singularity in some spaces adapted to the singularity.

In many emerging and developing countries hybrid systems, not completely public nor private, have... more In many emerging and developing countries hybrid systems, not completely public nor private, have become a regrettable unstandardized ‘standard’ for water and sanitation service (WSS) provisions. These spotted zebras deserve the attention of both the scientific community and policymakers being ambiguous solutions. On the one hand, the hybrid systems allow broadening the access to the water supply service in face of the challenge to manage, maintain and adapt large infrastructures in a time of increasing climate change impacts, water-supply demand and drinking water scarcity. On the other hand, by embodying informal artefacts and unregulated behaviours to use natural resources, the hybrid systems enhance the vulnerability and precariousness of the population that is normally not reached by the formal public infrastructure. ABSTRACT Scholars agree that governance of the public environment entails cooperation between sci... more ABSTRACT Scholars agree that governance of the public environment entails cooperation between science, policy and society. This requires the active role of public managers as catalysts of knowledge co-production, addressing participatory arenas in relation to knowledge integration and social learning. This paper deals with the question of whether public managers acknowledge and take on this task. A survey accessing Directors of Environmental Offices (EOs) of 64 municipalities was carried out in parallel for two regions – Tuscany (Italy) and Porto Alegre Metropolitan Region (Brazil). The survey data were analysed using the multiple correspondence method. Results showed that, regarding policy practices, EOs do not play the role of knowledge co-production catalysts, since when making environmental decisions they only use technical knowledge. We conclude that there is a gap between theory and practice, and identify some factors that may hinder local environmental managers in acting as catalyst of knowledge co-production, raising a further question for future research.
O município de Queimados está situado na Região Metropolitana do Rio de Janeiro, na região denomi... more O município de Queimados está situado na Região Metropolitana do Rio de Janeiro, na região denominada como Baixada Fluminense, e possui, como os demais municípios da periferia metropolitana, uma série de problemas de infraestrutura. Alguns destes problemas acarretam a ausência de direitos fundamentais de acesso a bens comuns necessários à vida, como o acesso à água e demais serviços de saneamento, configurando um quadro de vulnerabilidade ambiental de seus habitantes. Adotamos uma abordagem de vulnerabilidade que articula os aspectos físicos ou geográficos às condições sociais e econômicas, havendo, ao mesmo tempo, uma preocupação com a compreensão dos processos que conformam o quadro de vulnerabilidade. Indicators represent a fundamental tool for knowledge-based policies, usually produced by agencies operating at the national level. Water and sanitation policies, though, are implemented at the local level. Our article confronts the question of indicator and environmental data usability at the municipal level, while investigating water supply and sewage management services. Firstly, we selected a sample of municipalities in the Rio de Janeiro Metropolitan Region (RMRJ) and classified them according to a set of national indicators. Then, we interviewed the person responsible for water and sanitation policies in each municipality. Triangulating qualitative and quantitative data, we found gaps between the indicators produced by national information systems, and data demanded and employed by local decision-makers. The distribution of such critical resource is not equal all over the world. On the other hand, since ancient civilizations, humans have been able to implement techniques to take water where there is no. Romans, for example, learnt how to deliver water in the Sahara oasis through techniques such as those of foggaras used by the local northern African populations since 5thcentury B.C. These old examples allow highlighting two aspects of water supply in the contemporary urban society: local communities may hold a tacit, but fundamental knowledge about natural resources of the territory they live and develop the ability to exploit them; 2) water access depends not only on water presence, but rather on the implementation of technical solutions. They are usually produced by agencies operating at the national or supra national level. However, water and sanitation policies are implemented at the local level. Our article addresses the question of data and indicator usability at the municipal level, while investigating water supply and sanitation services. Firstly, we selected a sample of municipalities in the Rio de Janeiro Metropolitan Area and classified them according to a set of national indicators. Then, we interviewed the person responsible for water and sanitation policies in each municipality. By triangulating qualitative and quantitative data, we found gaps between the indicators produced by national information systems and the data required and employed by local decision-makers. Discussing these results in relation to the literature, we identified gaps and bridges, which could serve as key elements for a governance design baseline with the power to guide future local decision-making processes.

ABSTRACT The following research paper presents results of an ethnographic investigation focused o... more ABSTRACT The following research paper presents results of an ethnographic investigation focused on the participatory process of a public project for urban environmental rehabilitation. This public intervention, called Igua double dagger u Project, is being carried out in the Baixada Fluminense, in the Rio de Janeiro Metropolitan Region (RJMR). Drawing upon the literature on social learning from both organizational and environmental management studies, the research investigates when and why social learning occurs within a participatory arena. The paper presents an analysis of stories told by nine key informants, selected as representatives of the main social categories involved in the project. The different meanings the narrators attributed to participation, environment, knowledge and learning in their stories, are analysed through abductive reasoning, i.e. through a continuous reference to the literature and confrontation with former narrative analysis in business organizations. The findings show an interpretative framework based on development of multiple-loop learning theory, defined as contextual loops. Furthermore, it identifies five explanatory propositions to answer the research questions. The occurrence of social learning in participatory arenas seems to depend upon five organizationally related factors: a systematized organizational structure; the participants' commitments and the pluralism of the participatory arena; the process proponents' reliability, the supporting role of a facilitator.
