The migration issue raises lots of questions regarding the resilience of the EU in front of such ... more The migration issue raises lots of questions regarding the resilience of the EU in front of such large-scale migration. This paper is the introductory part of larger research project that has in view to analyze the EU and some of the national strategic documents in order to detect when and how the migration as a security risk showed up and to clarify if it is a objective risk for EU security or it is just a tool of negotiation. The large-scale migration is a wicked problem that needs a foresight exercise not only to better understand the issue of migration but also to assess Emergency Preparedness of the EU and to prepare a long term strategy or scenarios, with regard to the way the current migration waves will impact the current European architecture. We propose to design a classical Delphi study, as basis for the above-mentioned exercise.
The increasingly rapid and unpredictible developments of the security environment-given the emerg... more The increasingly rapid and unpredictible developments of the security environment-given the emergence of an era of globalization, uncertainty and multiple tsunamis (real and also alegorical, including the informational ones)-are forcing the security institutions to plan for and to create foresight and early warning standing capabilities. However, analyzing the series of events which could not have been predicted for the last 10 years-from 9/11 to the tsunami which hit Japan in 2011-we cannot rule out the harsh reality: not only we cannot predict such kind of events, but their impact is increasingly higher. Introduction The current paper will present a series of findings regarding the intelligence role within an uncertainty environment, including by studying the use of foresight methods for reducing uncertainty, but it will also emphasize the current harsh reality: we cannot longer predict everything. As such, given to the absolutely unpredictable developments, the state, the society and even the individual have to adapt, including by implementing what we can generally define as resilience. Taking into consideration the fact that the implementation of a policy is difficult to define by resilience per se, the current paper is focused on the concept of smart resilience, as a set of future-oriented unitary policies implying the use a minimum amount of resources for a maximum output for the society and the individual.

Within an extended approach on national security -where the energy turns out to be an essential t... more Within an extended approach on national security -where the energy turns out to be an essential topic -NATO's relevance for the energy security domain is becoming controversial and caught between two debates -a political one, centred on the Alliance's role in countering the policies of some states in this field, and a military one, focused on critical infrastructures protection. On the other hand, NATO's strategic and institutional transformation -the political-military consultations and intelligence sharing network, crisis management instruments, international and regional cooperation -represent a few substantiations converging towards supporting NATO's relevance for the energy security domain. Meanwhile, the recent turmoil from Middle East and Northern Africa, as well as the development of Stuxnet-like applications -able to sabotage industrial systems -are emphasizing the NATO's comparative advantages within the network of international organisations sharing concerns regarding energy security domain.
