This study aims to analyze & study the regulation of the practice of converting productive land i... more This study aims to analyze & study the regulation of the practice of converting productive land into industrial land which often occurs in regions as the regional economy advances. The research uses a sociological juridical approach. Based on the research it was concluded that not all of the conversion of agricultural land to industrial areas can balance the food sector with the industrial sector. Act No. 5 of 1960 concerning Basic Agrarian Regulations, Act No. 41 of 2009 concerning Protection of Agricultural Land for Sustainable Food, & Government Regulation no. 1 of 2011 concerning the Determination & Transfer of Agricultural Land for Sustainable Food has clearly stated that the conversion of productive land can only be carried out for the public interest so that industrial interests are the exception, so that the regulation can balance the food sector.

Equal distributions of physicians, nurses and midwives are the successful key to achieve the 12 p... more Equal distributions of physicians, nurses and midwives are the successful key to achieve the 12 public health indicators set by the World Health Organization. This study is to measure physicians, nurses and midwives inequality in Indonesia, 2013. Data for health workforce are obtained from routine data by the Board for Development and Empowerment of Human Resources for Health, 2013, and population data from Appendix 1 Books Code and Region Administration Data by Province, districs/cities and all Indonesian Sub-district, Ministry of Internal Affairs. Ratio per Population, Gini Index and Lorenz’s curve were used to analyze the inequality distribution of health workers. The fi ndings showed the ratio of midwives and nurses/100,000 population had met The National Medium Term Development Plan 2010-2014 target. However, the doctors were still far from the target. MethodsThis research was a cross-sectional study using data from Rifaskes 2011 (a nationwide survey of healthcare facilities), SP 2010 (population census), and Riskesdas 2013 (a nationwide survey based on community for basic health). The sample was total population of the district/city as many as 497 districts/cities. The unit of analysis of this study was the district/city in Indonesia. Statistical analysis used univariate analysis, bivariate analysis and generalized linear model (GLM).ResultsThere was no correlation between the ratio of health workers with SBA coverage. But, the GLM analyses showed positive correlation of midwives ratio in the population and SBA when regressed with physicians, nurses, accessibility to community health center (puskesmas) with OR 1.07 (95% CI: 1-1.14), status of region (remote, borderl...
