One of the issues often discussed of the impact of JCT is the concept of digital divide. The role... more One of the issues often discussed of the impact of JCT is the concept of digital divide. The role of many e-governance initatives is studied in this context. These programmes are conceived to narrow the gap between the communities with different levels of acquisition of JCT knowledge and skills to its beneficial use. The public libraries, besides their traditional roles, have also been involved in literacy campaigns, and they have played a significant role in the adult education programme in the past. The Karnataka Public Libraries Act 1965 has created a strong network of public libraries up to thelevel of Gram Panchayats. The paper conceives futuristic role of public libraries in Karnataka for the promotion and brining awareness about the e-governance programmes in the State.The National Informatics Centre (NIC) has planned for establishment of CICs ,hence, a proposal is made in this paper as how the public libraries and the CICs should be brought together to implement the proposal...
The libraries share their resources with other libraries to meet users’ demand, as every library ... more The libraries share their resources with other libraries to meet users’ demand, as every library cannot acquire everything required and ‘just in case’ demand of the library user. The practice of library cooperation among libraries started way back in 1940s with Farmington plan. Later it became a convention of resource sharing. It is probably the library fraternity that have an unequalled and unstinted practice of sharing resources and is continuing relentlessly to the present web-era. The extent of Inter Library Loans (ILL), one of the best practices of resource sharing, has reached million transactions per annum by OCLC service. The sharing manifests into books, articles, book chapters of reports and all forms of documents and so on. ILL manifested also as, article alert, document delivery, reprography and document back-up service. The studies on the user, user information behaviour, and seeking have been continuing since last ... more The studies on the user, user information behaviour, and seeking have been continuing since last 50 years or more. Ranganathan’s five laws brought the phrase ‘use’ reordering from preservation. The studies on user and user behaviour with varying characteristics has not changed and still going on to study the impact of ICT and use of electronic resources. Several hidden revelations on users’ approach to information identified by Voigt, types of readers identified by Ranganathan and the ASK model by Belkin have been expounded to visualise the user categories and attributes of the user, user information behaviour and so on. The aim of this paper is only a perspective review of the literature on information user, with an intrinsic scope for some new research possibilities in this area.
