Even though these measurement tools are necessary and vital, they are insufficient to assess students' holistic growth because of students' multifaceted involvement in an international higher educational institution. Therefore, this article using a possible ESL program in U.S.as an example proposes the need to integrate direct, indirect, and value-added assessments in educational programs when international students are assessed.

In this experiment three groups viewed listening comprehension test items at three different times. The first group viewed these items before listening to the text for two times ("before reading group") while the second one viewed them after listening to two times ("after reading group"). The third group, on the other hand, viewed the questions between two listening ("sandwich group").First, the Test of English as a Foreign Language (TOEFL) was used to divide the testees in to three groups with comparable listening abilities. The data obtained from this standardized test was analyzed using descriptive and inferential statistics. The result then showed that the three groups were comparable in their listening abilities. After this was done, a listening test for first year English for Academic Purpose students prepared by ex...

Different terms such as brain drain, brain hemorrhage and brain circulation are used by different writers to refer to the movement of educated personnel from one country to another (Teferra, 2000).The issue of human capital flight which has become extensive as of the last 3 decade (Docquier and Mahfouz, 2000) is neither a new phenomenon nor impacted only developing countries. Teferra (2000) and Shinn (2002) noted the flow of British scholars to the USA in 1960s to trace the time in which brain drain was first conceptualized. Tefera (2000) added that between 1994 and 1965 about 97,000 high skill scholars immigrated to the USA, mainly from Great Britain, Germany, and Canada. Since the mid 1960s and mainly 1970s the geographic structure of the brain drain process noticeably changed, the developing countries becoming nutrient medium. From developing countries over 500,0...

The aim of this paper is to analyze research and come to an understanding of the effectiveness of corrective feedback in enhancing the quality of ESL students’ writing. To this end, the following paper presents a critical review of published empirical studies in the area. The review illustrates that feedback in ESL writing has both advantages and disadvantages, with mixed empirical findings suggesting controversy about its effectiveness. The review concludes by highlighting the need for continuing research in the area.
