SEA countries and research institutions have ranked poorly in global research productivity. This study tried to examine the research performance of SEA country’s research institutions in the field of the major performance area. The research performance of each SEA country and institution was assessed through the Web of Science database using the following Bibliometric indicators: total number of publications (P), the total number of institutions, total number of author productivity, citations per paper (CPP), keyword occurrences, source growth, coupling map and h index. Web of science is the largest second database access
system, in the study period (2011-2022). After retrieving data (1890 publications) all the publications using Excel, bibexcel, and visualization R programming. SEA: Brunei(8), Cambodia(23), Indonesia(34), Laos(18), Malaysia(286), Myanmar(5),Philippines(37), Singapore(199), Thailand(218) and Vietnam(54). The University of Singapore is top
production affiliation in the study, all countries are focused in SDG goals (1, 3, 5, 6, and 9) the study results are SEA countries have the less productive capacity (>10%) of worldwide production.

Democracy is based on accommodating and giving free play to diverse values at any time. Earlier in nineteenth century Darwin and Spencer had enunciated the principle of progress by emphasizing that greater is the differentiation and greater the integration, greater is the progress attained by a society; more the number of self-propelling components better is the functional capacity of the system. Ancient Indian and Greek thinking believed that no one could reach absolute value and be good for all times. Cultures and civilizations have evolved developed, prospered, declined, sidelined or have withered away with passage of time. New cultures may be as good or bad as old ones, or the cultures or civilizations of East may be as good or as bad as those of West. Believing this, in the contemporary times, since the inception of the United Nations as a civilizational force, the reigning view is that no culture is inherently superior or inferior, therefore the new world order should allow the diverse cultures the freedom to develop or parish by natural processes. Culture means the aggregate of social, religious or behavioral norms, independently of political forces, developed by a community for survival as well as for prosperity at a time or place.

Their vital role is increasingly becoming a measure of the library's contribution to the transformation and development of a society and the nation at large. The use of Information Communication Technologies (ICTs) has caused a transformation in the users' perception from what is being hosted in the library to how and when services are rendered to fulfil their requests. Consequently, libraries are becoming less important for the material they collect or house. Instead, their importance is being measured in respect to the fulfilment of the users' requests. The movement of material from publishers and hosting them for "just in case" some users will need them is being replaced by delivering materials from publishers "just in time" to answer the user's needs. However, this transformation has brought a challenge in the field of library information services of dealing with the ever-increasing complexity of information, differentiating useful information from Mis-information, and upholding the rising needs expectations of the users. This paper will discuss the available technological opportunities that can be used by the library information services in addressing such challenges.
