Population growth and economic development in Nigeria have created an exponential increase in the... more Population growth and economic development in Nigeria have created an exponential increase in the demand for land for various purposes. Consequently, the information requirements for land title administrations have increased. Yet the system of information collation and retrieval has remained, in most cases, unchanged leading to haphazard development of land resources with serious legal, planning, economic, and environmental impacts. This realization led to the involvement of Information Technology (IT) tools, to assist in the creation, documentation, and management of land titles. This paper describes a database application model to improve the situation. The methodology, operation, and evaluation of the system are discussed. The paper concludes that the system will provide reliable and easy system for collating information, analysis, retrieval, and monitoring trends pertaining to any particular plot of land which is invaluable for efficient land title management in Nigeria.

The demarcation is of utmost importance as it shows the extent and limit of each piece of land which is very crucial in Cadastral Science. In this paper, with the help of this popular transform, we have been able to successfully detect the boundaries and delineate the lands. With further perfection, the employment of these digital image processing algorithms could provide better alternative method over the hitherto ways being used in Plane Surveys.

Image enhancement approaches fall into two broad categories: Spatial domain methods and Frequency domain methods. This paper presents an implementation details of the results of the image processing application software designed using Matlab as a tool for some given ordinary images using the above mentioned methods. The designed software produces image histogram, histogram equalization of an image. Low pass and high pass filters could be applied to the imageries too. Finally having tested the application with several images, it was found to be relatively effective in both ways as contained in the results herein. The aim of developing it was to facilitate an effective processing and display of client needs in Land Titles Management in any province as a near substitute to the conventional Geographic Information System,GIS, which is too complex and expensive to most developing countries. These countries need a cost effective,simple and web -aware system application in response to the need for computer -based tools to support the already existing stages of land information processing and dissemination in land management. The methodology,development,operation and evaluation of the model are discussed. It's methods of local access and identifying online clients(those accessing the database through the www web and Internet)are also outlined. It is concluded that this system is potentially useful in facilitation the systematic, effective, efficient and cost constrained ways of processing and displaying of client requirements to their satisfaction.

Northern region of Nigeria is part of the developing societies and is yet to fully embrace IT in regional and local developments. Investment in IT can be oriented towards consumption or production. In both cases, IT creates new jobs and entrepreneurial opportunities. The paper reviews IT vis-à-vis its relevance as a medium for development in the Northern region. The challenges that would be encountered in the process of minimizing the regional digital divide through greater IT access, for greater effectiveness and efficiency in development are as well highlighted. Some recommendations are forwarded for the attainment of a digitized Northern Nigerian region for sustainable development.

ABSTRACT Segmentation and classification of high resolution satellite imagery is a challenging pr... more ABSTRACT Segmentation and classification of high resolution satellite imagery is a challenging problem due to the fact that it is no longer meaningful to carry out this task on a pixel-by-pixel basis. The fine spatial resolution implies that each object is an aggregation of a number of pixels in close spatial proximity, and accurate classification requires that this aspect be subtly considered. K-means clustering algorithm is a better method of classifying high resolution satellite imagery. The extracted regions are classified using a minimum distance decision rule. Several regions are selected as training samples for region classification. Each region is compared to the training samples and is assigned to its closest class. The procedure significantly reduces the mixed pixel problem suffered by most pixel based methods. In this paper, we used K-means clustering algorithm to classify satellite imagery into specific objects within it for cadastral and environmental planning purposes, thereby eliminating the above mentioned problems and getting better classification accuracy with the overall performance for accuracy percentage as 88.889% and Kappa values as 0.835.

Information Technology (IT) has become a major medium for economic, social and technological deve... more Information Technology (IT) has become a major medium for economic, social and technological development in both the developed and developing societies of the world. Nigeria is part of the developing societies and is yet to fully embrace IT in regional and local development due to its internal problems. Investment in IT can be oriented towards consumption or production. In both cases, IT creates new jobs and entrepreneurial opportunities. The paper reviews IT vis-à-vis its relevance as a medium for development in Nigeria. The challenges that would be encountered in the process of minimizing the Nigerian regional digital divide through greater IT access, for greater effectiveness and efficiency in development are as well highlighted. Some recommendations are forwarded for the attainment of a digitized Nigerian region for sustainable development.

The fine spatial resolution implies that each object is an aggregation of a number of pixels in close spatial proximity, and accurate classification requires that this aspect be subtly considered. K-means clustering algorithm is a better method of classifying high resolution satellite imagery. The extracted regions are classified using a minimum distance decision rule. Several regions are selected as training samples for region classification. Each region is compared to the training samples and is assigned to its closest class. The procedure significantly reduces the mixed pixel problem suffered by most pixel based methods.
