It covers all 101 EU Delegations in DG INTPA countries, presenting aggregate data on the type of civil society actors consulted, the frequency of consultations, the subject matter of the consultations (e.g. Global Gateway, Green Deal, Human Rights) as well data on the quality of the consultations, which include, whether EU Delegations sent information well in advance for CSOs to prepare, or, gave feedback afterwards, whether the recommendations by CSOs have been followed or not.

The EU supports civil society organisations (CSOs) which are active in advancing Gender Equality ... more The EU supports civil society organisations (CSOs) which are active in advancing Gender Equality and Women’s Empowerment (GEWE). While this has led to many positive outcomes1, an approach is needed to ensure strategic, comprehensive partnerships on GEWE with these organisations at country level. Against this backdrop, INTPA G1 commissioned a dedicated study in the framework of the INTPA D4-managed Methodological and Knowledge Sharing Programme (MKS) to assist the EU in developing more strategic and comprehensive partnerships with CSOs to advance GEWE and promote gender transformative approaches at country level.

However, a major gap prevails between EU policy commitments and the actual implementation practices, in terms of the actors, approaches and modalities which are used. This is despite the longstanding relationship between the EU and civil society in Nepal and the volume of EU support (close to 20 MEURO between 2016 and 2021). All in all, the evaluation finds that actual engagement practices are only partially "fit-for-purpose" to translate the ambitions of the 2012 EU Communication "Roots of Democracy" and effectively contribute to implementing the priorities of the EU Roadmap for engagement with civil society in Nepal 2021-2024, in line with the principles enshrined in the Nepal Constitution 2015. Short and concise in purpose, the findings of the report are substantiated by the more in-depth a... more Short and concise in purpose, the findings of the report are substantiated by the more in-depth assessments offered in the three regional stocktaking reports covering Africa, Latin America and the Caribbean, and Asia and the Pacific. The report is also informed by the results of survey responses from 38 EUDs 1. The hands-on experience of the Roadmap Facility, which has provided support to 75 EUDs since the beginning of the process back in 2014, has also been instrumental in the dra ing of the stocktaking note for the second phase. The three regional stocktaking reports can be found in Annexes 1, 2 and 3. 1. We live in a new and changing world A shrinking civic space worldwide Analysis of the new Roadmaps indicates that the three ambitions of the 2012 Communication on EU engagement with Civil Society, "The Roots of Democracy", remain fully relevant, if not more relevant, today. This is a consequence of the unsettling global trends related to civic space that we have been witnessing over the past years. Indeed, despite widespread recognition of CSOs as critical development actors, and the landmark that Agenda 2030 represents in this regard, numerous governments in various parts of the world are imposing obstructive laws and practices, further restricting citizens' freedoms of association and assembly. Restrictions range from unreasonable bureaucratic hurdles (i.e. to register CSOs, to register projects and request permissions to operate, etc.) to restrictive or repressive laws increasingly targeting international funding, and finally, to direct threats on the personal security of civil society activists. The media is also increasingly being targeted, together with telecommunications and the Internet. According to the 2019 CIVICUS report 2 , 111 countries have, in one way or another, violated civic space to a significant degree in the past years. Sub-Saharan Africa, the Middle East and North Africa are the most affected regions 3 and it is o en argued that larger countries, such as Russia, are increasingly seen as models for smaller countries which take similar measures to restrict civic space. The report also states that the global clampdown on civil society has deepened and accelerated in recent years to the stage where only four per cent of the world's population live in countries where the fundamental freedoms of association, peaceful assembly and expression are fully respected. 1 The survey of EU Delegations concerning Civil Society Roadmaps (RM) 2018-2020 was launched during the month of February 2019. It got 38 responses distributed as follows: 53% from EU Delegations in Africa, 28% from EU Delegations in Asia and 17% from EU Delegations in the Latin America and Caribbean region. NEAR region was not covered.

In 2014, a worldwide effort began to develop the EU Country Roadmaps (RMs) for Engagement with Ci... more In 2014, a worldwide effort began to develop the EU Country Roadmaps (RMs) for Engagement with Civil Society. Conceived as a joint initiative between the European Union and Member States, Roadmaps were introduced to strengthen Europe’s engagement with Civil Society.
As of the beginning of 2017, more than 100 Country Roadmaps, have been finalised and are being implemented, through multi-faceted policy dialogue, operational support to CSOs and various researches. In some EU Delegations, Roadmaps are already beeing updated into a second generation of actions to guide their engagement until 2020.
Important lessons emerged. Many delegations are using the Roadmaps as en entry point to reach out to a broader range of CSOs (rather than their usual interlocutors and grantees) in a more strategic engagement. Several delegations uses the Roadmaps to engage in broader processes of dialogue, going beyond the question of financial support. As one delegation puts it, “the Roadmap has allowed us to move beyond setting the priorities of the next call” and develop a more “com- prehensive approach” to civil society.
Civil society is relevant to all aspects of Development policy. One positive outcome of the Roadmaps is that they allowed involving interlocutors more used to working on political matters, trade and operational support. One can expect Roadmaps to further facilitate the mainstreaming of civil society in all relevant aspects of policy dialogue and operational support, particularly in the focal sectors of EU cooperation in partner countries.
Some Roadmaps have been instrumental in strengthening collaboration and coordination with Member States and other international players. In a number of cases they have served as useful building blocks for EU joint programming processes. Similarly, Roadmaps gave more visibility to the important work carried out by the EU in the area of Civil Society engagement.
The progresses made so far are encouraging. The process of the establishment of the Roadmaps itself has created a new dynamic. Despite clear past and upcoming challenges, not to be under- estimated, the majority of Roadmaps have set up a solid basis on which the EU can build and develop further implementation, monitoring and communication.

This note 2 provides an introduction to FBOs and religious leaders in the context of development ... more This note 2 provides an introduction to FBOs and religious leaders in the context of development cooperation and outlines key issues to bear in mind when considering if, how and with whom to engage at country level. The intention is not to argue for more engagement with FBOs and religious leaders, but to provide staff with guidance, share lessons learned, and encourage reflection on engagement with FBOs and religious leaders in a more informed and effective manner, grasping relevant opportunities and managing risks. This work follows up and is part of previous work conducted within the DEVCO Agora on Religion and Development, including the study Exploring and Working with Faith-based organisations. An Analysis of Practices in Selected EU Member States (Marie Juul Petersen, 2019) and the survey and data analysis report Engaging with Faith-based Organisations in cooperation and development (DEVCO, 2019). 2. SETTING THE SCENE 2.1.
