As the most isolated sea in the world, the Black Sea is under great threats stemming from human a... more As the most isolated sea in the world, the Black Sea is under great threats stemming from human activities in the region and it is clear that the effects of great deal of polluters from lots of sources on the Black Sea environment could be devastating if they are not managed properly. Considering the fact that international collaboration is crucial to save the Black Sea, SAIs of coastal countries carried out a coordinated parallel audit to evaluate the effectiveness of the implementation results of the Bucharest Convention. Comprehensive evaluations and recommendations in both the Joint Report and more detailed national audit reports provide a strong basis for implementing the necessary strategy and policies effectively and enhancing these efforts. Taking notice of these reports, responsible actors at each level of environmental governance should take appropriate steps to protect and rehabilitate the Black Sea before its being too late.

Denetimlerde kalitenin artirilmasi ve YDK’larin hesap verebilirlik ve guvenirliklerinin guclendirilmesinde, uluslararasi kabul gormus standartlara uygun denetim yapilmasi prensibi oncelikli bir husustur. Bu baglamda “Uluslarararasi Yuksek Denetim Kurumlari Standartlari (ISSAI’ler)” nin olusturulmasi ve gelistirilmesi, beraberinde getirdigi cesitli fayda ve zorluklar ile tum dunya YDK’lari icin buyuk onem arz etmektedir. The purpose of this study is to examine Pam Gems' Play Dusa, Fish, Stas and Vi (1977), which port... more The purpose of this study is to examine Pam Gems' Play Dusa, Fish, Stas and Vi (1977), which portrays the inner lives of four women, through a blend of three major feminist perspectives; namely liberal feminism, radical feminism, and socialist feminism. The play supports the "the personal is political" feminism as well, since the reason of the oppression of women is the political decisions of men that have great impact on the lives of each individual woman. The four title characters represent a spectrum of female experience and women narratives in a style of biographical theatre. The common foreground for them is their struggle to survive in a male-dominated society. The play depicts friendship as a bond intended for solving individual problems with men rather than collectives fight against patriarchal power. The unbalanced gap between the political and the personal life causes Fish's downfall when she realizes women have no complete liberation in the private life.

Supreme Audit Institutions (SAIs) play a significant role in the public financial management syst... more Supreme Audit Institutions (SAIs) play a significant role in the public financial management system in terms of their contribution to the good governance through effective and high quality audits. In enhancing the quality in audits and strengthening accountability and credibility of the SAIs, the principle of performing audit in line with internationally accepted standards is considered as a top priority. Development and improvement of "International Standards of Supreme Audit Institutions (ISSAIs)" in this respect is of vital importance for the world SAI community bringing along with various benefits as well as challenges. This article puts forth a general outlook on the emergence of the ISSAI framework and the perspective of the Turkish Court of Accounts along with other SAIs on the adoption and implementation of this framework. Since this is not a straightforward process due to differentiated dynamics such as individual SAI's national legislation, audit mandate, institutional structure and all kinds of resources, it is emphasized in the article that decisive cooperative and supportive initiatives at both international and national level should be launched for promoting the proper understanding and implementation of the ISSAIs.

This study is based on a comprehensive review of the literature and on data obtained from 173 pat... more This study is based on a comprehensive review of the literature and on data obtained from 173 patients with histologically verified ectopic gestation treated surgically in the Sydenham Hospital during the fourteen-year period of 1934 to 1947. The varieties of ectopic gestation listed in the order of their frequency were as follows: isthmia1, ampullary, in the entire tube, at the fimbriated extremity, interstitial, cornual, tuboovarian, secondary abdominal and in a rudimentary horn. Historica milestones are discussed in their chronologic order. Comparative anatomy is discussed briefly. Discussion of the following topics is based on data obtained from this series and on the experience of other writers as recorded in the literature: incidence, etiology, symptoms and physica findings, diagnostic aids, differential diagnosis, pathologic anatomy, recurrent ectopic gestation, treatment, concomitant surgery, morbidity and mortality. Five fatal cases are discussed in detail. Detailed reports of nine cases are presented and illustrated. In the illustrations an attempt was made whenever possible to determine the age of the fetus from the ossification centers. This method is often very helpful, especially in the numerous instances in which the pregnant woman cannot remember the exact time of her last normal menstruation. The illustrations also show the changes in the fetal skeleton which signify fetal death.
