Purpose This paper aims to examine the development and piloting of a novel European framework for... more Purpose This paper aims to examine the development and piloting of a novel European framework for community engagement (CE) in higher education, which has been purposefully designed to progress the CE agenda in a European context. Design/methodology/approach The proposed framework was co-created through the European Union (EU)-funded project towards a European framework for community engagement in higher education (TEFCE). The TEFCE Toolbox is an institutional self-reflection framework that centres on seven thematic dimensions of CE. This paper follows the development of the TEFCE Toolbox through empirical case study analysis of four European universities and their local communities. Findings The findings in this paper indicate that the TEFCE Toolbox facilitates context-specific applications in different types of universities and socioeconomic environments. Academic systems are undergoing changes in which the social organisation of research as well as p... more Academic systems are undergoing changes in which the social organisation of research as well as patterns of scientific productivity in the humanities and social sciences progressively resemble those in hard sciences. The hard and soft sciences are increasingly converging. This development can be observed in (a) publishing patterns, (b) the division of research, and (c) the internationalisation of research. This study explored the extent to which these changes occurring in academic systems in terms of a transformation of disciplinary practices are also becoming a trend in transitional post‐socialist countries. We used Croatia as a case of a post socialist transitional context and compared it to Slovenia, a country with a similar past but somewhat different science policies and strategies. The results point to increasing convergence in some soft disciplines, visible in projectification and internationalisation of academic work as well as a significant change in the publishing patterns.

The social context in Croatia in which universities operate shows two dominant trends. Market ori... more The social context in Croatia in which universities operate shows two dominant trends. Market orientation is being promoted as a response to globalization processes. Growing resistance and concern about this tendency brought initiatives to strengthen civil engagement in higher education. Since academic knowledge is increasingly expected to be based on real life circumstances and connected to practice, the need to strengthen civic engagement, social responsibility and active citizenship at universities is further stimulated. Requests are being made to bring university instructors and practitioners into closer relationships, expecting academic knowledge to directly improve living conditions in local communities and affect democracy and civil society development (Ostrander, 2004). Students should acquire knowledge, develop skills and opinions through active participation, which in turn develops their sense of active involvement in making political decisions and controlling its implementations. Many authors agree how active citizenship is the ideal contemporary society should aspire to (T.H.McLaughlin, D. Miller, C.Wilkins, R.Griffith, D. Heather, K. Faulks). The purpose of university's civic mission is to enable the development of this ideal. Recent research studies on civil society in Croatia reveal numerous challenges. In the report on CIVICUS Index on Civil Society in Croatia (2003-2005) authors state a weak concern for social problems testifying that citizens do not feel obligated and responsible for solving problems in their communities. Furthermore, the concept of civic engagement is not a part of educational programs and Croatian sociocultural background is more inclined to encourage passivity than inventiveness and confidence in citizens. The results show a need for permanent strengthening of civic engagement with social and community problems in Croatia. It is reasonable and justified to expect of universities to take the responsibility to become the leaders of social change. Civic engagement and social responsibility of universities have not yet succeded to stimulate considerable interest in the Croatian academic community, so the "holy trinity" of university mission (Checkoway, 2001)-research, teaching and Proceedings of the 4 th International Barcelona Conference on Higher Education Vol. 8. Higher education and citizenship, participation and democracy GUNI-Global University Network for Innovation-www.guni-rmies.net community service-is still not the focus of interest. Data on civic engagement efforts at universities are scarce. Nevertheless, experience and analyses of current priorities show that Croatian universities support research and teaching, while they usually disregard community service. The research project "University and its external environment in the context of European integration processes", conducted at University of Rijeka, examines, among other things, the state of engagement of Croatian universities in the civic mission. University civic mission is understood as efforts of the academic community conducted through research, teaching and active involvement of its members in the community, Proceedings of the 4 th International Barcelona Conference on Higher Education Vol. 8. Higher education and citizenship, participation and democracy GUNI-Global University Network for Innovation-www.guni-rmies.net various projects and curricular activities (M=4.3). This led us to conclude that universities in Croatia should develop and promote mechanism with the purpose of encouraging and strengthening student participation processes in core academic activities. This brief overview of the pilot-research results indicates that Croatian universities need to undergo a complex and difficult process of strengthening the academic community to promote civic engagement. Our research raises more questions than it provides answers, but certainly represents an important step in analyzing present processes which promote civic engagement and social responsibility at universities. Future research activities will include analyzing the curricula of Croatian universities and examining experiences and attitudes of university professors to determine to what extent is their civic engagement encouraged through adequate organizational culture and if they are inclined to encourage civic engagement in students. Ukupni uzorak u ovom istraživanju iznosio je 497 ispitanika, a podaci su prikupljeni provođenjem standardiziranog intervjua. U ovom radu, koji predstavlja analizu dijela istraživačkog materijala, analiziraju se percepcije sveučilišnih nastavnika o očekivanjima koja pred njih postavlja društvo.

his article explores the historical development of youth work in Croatia, over the course of a tw... more his article explores the historical development of youth work in Croatia, over the course of a two-decades civil society development process in a post-conflict country. The focus of this paper is on identifying foundations as well as trends and patterns relevant for an historical analysis of Croatian youth work. We seek to offer a historical and path-dependent scenario for describing targeted aspects of the ‘evolution’ of Croatian youth work. By drawing from available data from non-governmental organizations (NGOs) and from personal experience, we describe three key phases of youth work development: (I) the period of early 1990s, we recognize as a ‘direct peace building’ youth work as it was characterized with bottom-up peace building and non-violent civic action of thousands of young people ; (II) the rise and diffusion of non- formal education youth work during the mid and late 1990s ; (III) the growth of a networked youth sector and a focus on youth policy advocacy starting in 2000, with strong and fruitful cooperation among various actors on the national NGO scene. Such categorization highlights various practices what we consider to represent youth work in a specific (and contested) national framework – (I) young people being engaged in direct peace building and non-violent civic actions during the war and post-war transition ; (II) young people being engaged in various non-formal educational programs provided by the youth NGOs, created for young people but also in a cooperation with young people ; (III) youth initiatives and NGOs networking and young people being engaged in a long-term advocacy process. We argue that by becoming a member of European Union, Croatia has to articulate what youth work represents within their national framework, as various practices that we find quite important and influential are neglected within the EU youth policy. Work with young people with fewer opportunities is being presented as a case study, building up on our observation that contemporary youth work continues to be embedded in civil society development and non-formal education.

This self-ethnography complements the other articles in this special issue by spotlighting a set ... more This self-ethnography complements the other articles in this special issue by spotlighting a set of key challenges facing international research teams. The study is focused on the relationship between information and communication technology (ICT)- based collaboration and research team dynamics. Our diverse team, drawn from researchers in five countries and three projects, argues that an ironic casualty of the powerful, global phenomena we study, is a lack of insight into what happens to generic research team dynamics, when groups are ‘stretched’ in terms of geographical distance, generations, cultural beliefs, values and norms, as well as disciplinary/specialist traditions. Good intentions are not sufficient to cope with these challenges. This is because of the emerging complexity inherent in many types of international, interdisciplinary fields of study and the complexity of the career trajectories needed to make these studies a reality. Our research raises more questions than it provides answers, but certainly represents an important step in analyzing present processes which promote civic engagement and social responsibility at universities. Future research activities will include analyzing the curricula of Croatian universities and examining experiences and attitudes of university professors to determine to what extent is their civic engagement encouraged through adequate organizational culture and if they are inclined to encourage civic engagement in students. Ukupni uzorak u ovom istraživanju iznosio je 497 ispitanika, a podaci su prikupljeni provođenjem standardiziranog intervjua. U ovom radu, koji predstavlja analizu dijela istraživačkog materijala, analiziraju se percepcije sveučilišnih nastavnika o očekivanjima koja pred njih postavlja društvo.

his article explores the historical development of youth work in Croatia, over the course of a tw... more his article explores the historical development of youth work in Croatia, over the course of a two-decades civil society development process in a post-conflict country. The focus of this paper is on identifying foundations as well as trends and patterns relevant for an historical analysis of Croatian youth work. We seek to offer a historical and path-dependent scenario for describing targeted aspects of the ‘evolution’ of Croatian youth work. By drawing from available data from non-governmental organizations (NGOs) and from personal experience, we describe three key phases of youth work development: (I) the period of early 1990s, we recognize as a ‘direct peace building’ youth work as it was characterized with bottom-up peace building and non-violent civic action of thousands of young people ; (II) the rise and diffusion of non- formal education youth work during the mid and late 1990s ; (III) the growth of a networked youth sector and a focus on youth policy advocacy starting in 2000, with strong and fruitful cooperation among various actors on the national NGO scene. Such categorization highlights various practices what we consider to represent youth work in a specific (and contested) national framework – (I) young people being engaged in direct peace building and non-violent civic actions during the war and post-war transition ; (II) young people being engaged in various non-formal educational programs provided by the youth NGOs, created for young people but also in a cooperation with young people ; (III) youth initiatives and NGOs networking and young people being engaged in a long-term advocacy process. We argue that by becoming a member of European Union, Croatia has to articulate what youth work represents within their national framework, as various practices that we find quite important and influential are neglected within the EU youth policy. Work with young people with fewer opportunities is being presented as a case study, building up on our observation that contemporary youth work continues to be embedded in civil society development and non-formal education.

This self-ethnography complements the other articles in this special issue by spotlighting a set ... more This self-ethnography complements the other articles in this special issue by spotlighting a set of key challenges facing international research teams. The study is focused on the relationship between information and communication technology (ICT)- based collaboration and research team dynamics. Our diverse team, drawn from researchers in five countries and three projects, argues that an ironic casualty of the powerful, global phenomena we study, is a lack of insight into what happens to generic research team dynamics, when groups are ‘stretched’ in terms of geographical distance, generations, cultural beliefs, values and norms, as well as disciplinary/specialist traditions. Good intentions are not sufficient to cope with these challenges. This is because of the emerging complexity inherent in many types of international, interdisciplinary fields of study and the complexity of the career trajectories needed to make these studies a reality.
