HIGH RELIABILITY ORGANIZATIONS are about the science of safety. Systems that are complex, with ti... more HIGH RELIABILITY ORGANIZATIONS are about the science of safety. Systems that are complex, with tightly coupled processes (such as air traffic control, nuclear reactors, wildfires, railroad freight, prison logistics) predict vulnerability for major system accidents.1 Complexity is a function of the number of interactions in a given system as well as how veiled and difficult they are to understand. Tightness in the coupling is reflected in how fast cause and effect transpires through a system—systems with loose coupling have slack in one or more dimensions (time, space, distance). In the past couple of decades researchers2-6 have found that agencies that operate according to certain principles, henceforth referred to as High Reliability Organizations (HROs), both prevent accidents and perform distinctly better during system accidents than other organizations.

Criminal justice system costs have grown exponentially during the last twenty years, yet have fai... more Criminal justice system costs have grown exponentially during the last twenty years, yet have failed to keep pace with the burgeoning offender population. Most of the increase in system costs can be attributed to the growth in prison and jail capacity during the 1980's, but these institutions continue to operate at or over capacity; and budget cuts have left policy makers without the resources to build more institutional beds. Therefore many states are focusing on community corrections as they search for more effective and efficient methods of managing offenders without compromising public safety.

This study examines the outcomes of one effort to implement motivational interviewing practices a... more This study examines the outcomes of one effort to implement motivational interviewing practices among selected agents working in 17 Colorado criminal justice agencies. As part of a project designed to improve implementation capacity, 90 participating officers underwent systematic training and coaching and then were observed via audiotapes or direct observation in sessions with offenders. Project staff coded interactions with offenders using measures of motivational interviewing skills (e.g., open questions, complex reflections). Analysis of pre-and post-intervention changes showed considerable improvement from the training/coaching regime, but use of taped sessions with subsequent feedback did most to facilitate officer proficiency and offender change talk.
