The term "performance measure" has become popular among transit industry analysts, but ... more The term "performance measure" has become popular among transit industry analysts, but poses some ambiguity. While desire to measure transit performance is not new, the need to measure one property against another plus an emphasis on the external side of transit is. The shift has been from dynamic indices that supply periodic reports of one's operations to policy statements, i.e., a shift from measurement of actual performance on a day-to-day basis to the basic constitution of the system. After noting current problems of evaluating performance, Cudahy lists 12 useful performance measures, an acceptable range for each, and the frequency of examination from daily to annual.

Efficient urban transportation is an important challenge in today's climate of fiscal austeri... more Efficient urban transportation is an important challenge in today's climate of fiscal austerity and changing urban priorities. How well transportation systems function depends not only on how needed resources are obtained, but also on the organization and administrative arrangements that underlie key planning, design and implementation decisions. Urban transportation is now more complex than three decades ago when the main concern in many cities was the proper placement and status of traffic engineering functions in local government. There are many more governmental agencies involved, more opportunity for conflicting directions, and greater public awareness and participation in the decision making process that guides all aspects of urban transportation. This situation has led to a common administrative concern-how to improve interagency working relationships to achieve meaningful, consistent and timely decisions using available resources. This paper addresses the changing context of urban transportation administration. This involves analyzing the administration and organization of street, transit, and parking system agencies and it also examines the key financial underpinnings and implications and will present ideas on new models and prototypes for and administering and delivering transportation services. It is aimed at both the policy maker and the transport practitioner.

He argues that the shift to buses can't be explained in economic terms alone; there is also the murky, often illogical arena called "public policy." The author recounts first-person memories of the switch from streetcars to buses, and the improvement in rider comfort and ease of passenger access when this occurred.

An area of UMTA assistance that receives relatively little attention is rehabilitation of existin... more An area of UMTA assistance that receives relatively little attention is rehabilitation of existing rail transit, even though it has been the largest dollar-volume program of all UMTA activities. Rail modernization funds go primarily to 8 major urbanized areas with older rail operations, all of which were operating prior to the opening of the Bay Area Rapid Transit in 1972. By 1985 work on rail rehabilitation represented a federal investment of $8 billion. Prior to the Surface Transportation Act of 1982, rail modernization was a separate account under the UMTA Section 3 discretionary program. Which Section 3 funds have been reduced, Section 9 funds may also be used for rail modernization. The management of funding programs for existing rail facilities has been a major target of UMTA. Some of the programs and accomplishments are discussed.

This is a complete facsimile of the 1904 edition originally published by the Interborough Rapid T... more This is a complete facsimile of the 1904 edition originally published by the Interborough Rapid Transit Company to commemorate the opening of New York's first subway line. From the perspective of both urban history and the history of transportation, this book is an important primary source. Building the city's first subway in the early years of the twentieth century required delicate collaboration between public and private interests and called for the expenditure of considerable sums of both public and private money. The book introduces us to Abram S. Hewitt, a late nineteenth-century mayor of New York City. It was Hewitt who realized that, while private capital alone had been perfectly adequate for building elevated rapid transit lines in New York as early as the 1870s, the more costly construction of underground rapid transit lines was far beyond the ability of private corporations to finance. Hewitt set in motion a chain of events that sanctioned the use of public funds ...
