But businesses worship at the attar of cash flow; investment lncentlves are directly related to the pursuit of hlgh profits and competltlve advantags. EstablIshed regulatq processes, on the other hand, continue to focus on constralnlng eamlngs and market power, and therefors mpmsent a formldable Inatltutlonal roadblock to Increased prl-vs@s Investment. However, lf govemmants can avoid the temptatlon to overrsgulate the lntroductlon of competltlve entry Into telecommunkatlon servke mukets, rapid deploymant of the Infomlatlon Superhlghwaywlll not necessarlly fall vktlm to a fundamentally flawed regulatoIy process.
