Among the assumptions of modern Public Administration and Electronic Government is the concept of... more Among the assumptions of modern Public Administration and Electronic Government is the concept of citizen-focused government, where public services are to be guided by the citizen's perspective, changing the way the government, represented by the different organs, is related to the same, improving processes, eliminating the rigidity of rules and procedures and customer service. The idea of citizen-focused government is that government exists to serve the citizen. The focus on the citizen relieves him of knowing the complex structure of government and its agencies to use the services offered by them, is that the government needs to reorganize and be able to communicate internally in order to facilitate the citizens to obtain public services, to which he is entitled to the funds and tax money that pays.
The lack of integration between data and systems of government and the consequent redundancy of data hinders the provision of quality public services, increase bureaucracy and enables the occurrence of fraud and waste of public money and therefore Tranverse Integration should be a priority in government policies. The Brazilian government is seeking to integrate their data and systems, but has achieved little concrete progress in this area. The Lula government has taken some steps to accelerate the integration of data and improve service to citizens, having obtained some achievements, but much remains to be done in this direction.
This paper will address the difficulties and initiatives to promote the integration of data in government, the creation of unique identity project of the Brazilian Government, RIC, Register for Civil Identification and its implications on the feasibility and safety of citizens' data.
