Le constat général d’échec des Programmes d’Ajustement Structurel mis en œuvre durant les années ... more Le constat général d’échec des Programmes d’Ajustement Structurel mis en œuvre durant les années 80 et 90 par les Institutions Financières Internationales signale non seulement que les mesures d’inspiration néolibérale sont incapables de répondre de manière adéquate aux difficultés spécifiques que rencontrent actuellement les pays en voie développement, mais indique aussi et surtout qu’il est nécessaire de recourir à une approche plus réaliste et plus convaincante des problèmes et des situations de sous-développement, à savoir l’approche néostructuraliste. Moins bien diffusées et donc moins bien connues que celles du courant néolibéral, les analyses fondatrices de ce courant hétérodoxe méritent d’être identifiées et étudiées avec soin car elles débouchent sur des propositions de politique économique précises pour promouvoir un type de développement qui redonne sa place à l’Etat pour initier, stimuler et orienter les activités du secteur privé.

Tropical marine ecosystems provide a wide range of provisioning, regulating, supporting and cultu... more Tropical marine ecosystems provide a wide range of provisioning, regulating, supporting and cultural services to millions of people. They also largely contribute to blue carbon sequestration. Mangroves, seaweeds, and seagrass habitats are important because they store large amounts of organic carbon while fish play a fundamental role in the carbon transport to deep waters. Protecting and restoring tropical marine ecosystems is of great value to society because their decline impairs the vital services they provide, such as coastal protection and seafood supplies. In this marine policy paper, we present options for enhancing blue carbon sequestration in tropical coastal areas. In addition, we outline the economic value of four components of coastal ecosystems (mangroves, seagrass beds, seaweed forests and fish) and discuss the economic levers society can apply to ensure the end of the current gross mismanagement of tropical blue carbon ecosystems. El objeto de este artículo es presentar el paradigma neoestructuralista del desarrollo como fuent... more El objeto de este artículo es presentar el paradigma neoestructuralista del desarrollo como fuente de ideas innovadoras en relación con el estructuralismo, del cual se inspira y constituye. Esta corriente neoestructuralista de los años ochenta y noventa surgió directamente de los análisis novedosos de la corriente estructuralista de los años cincuenta y sesenta y de sus críticas, formuladas a la luz de los fracasos y éxitos de las políticas de desarrollo instrumentadas en América Latina durante esos decenios. De esta manera, el nuevo estructuralismo podría ser considerado como renovación del pensamiento estructuralista original, con el propósito de diseñar estrategias de desarrollo alternativas a la opción neoliberal que, a pesar de su fracaso general en la práctica, permanece como enfoque dominante en la economía del desarrollo.

The effects of trade liberalization on female labor depend on a country?s socio-economic and empl... more The effects of trade liberalization on female labor depend on a country?s socio-economic and employment sector characteristics. A Gender-aware computable general equilibrium model is applied to Ethiopia and South Africa from a comparative perspective. Tariff reduction results in opposite outcomes regarding gender-based wage and labor market participation inequalities in the two countries due to their structural differences in men?s and women?s employment.

This paper aims at reviewing selected literature on (1) structural financial changes observed in ... more This paper aims at reviewing selected literature on (1) structural financial changes observed in a large sample of transition economies in the Central and/or Oriental Europe during the last two decades, (2) efficiency of this financial liberalization in relative terms (in macroeconomic sense), and (3) impact of liberalization on financial problems of small and medium-size enterprises, a specific 'puzzle' concerning this very important economic sector as for its role in the employment and growth of these economies.

"The role of money and financial markets in the context of the "Euro" zone: Comparative analysis of Morocco, Tunisia, Turkey and Israël", 2000
Our project proposes to study a sample of 4 countries of the Southern and Eastern Mediterranean (... more Our project proposes to study a sample of 4 countries of the Southern and Eastern Mediterranean (SEMC): Turkey, Israel, Morocco and Tunisia, which are among the most committed to EU integration, on the one hand the relations between money and financial markets/exchange rates in the context of a Euro zone in the Mediterranean, and on the other hand the role of financial markets in smoothing national consumption in the countries concerned. On the basis of a single model based on the work of Edwards and Elbadawi, we tested the evolution of the exchange rates of the 4 countries concerned against their fundamental equilibrium exchange rates. We were thus able to better assess the exchange rate policies that were followed according to their under- or over-alignment with regard to a fundamental equilibrium parity that takes into account the sustainability of the internal and external balances of these countries. La reduction de la croissance economique pendant ces dernieres annees a provoque un renouveau d&#... more La reduction de la croissance economique pendant ces dernieres annees a provoque un renouveau d'interet en ce qui concerne le poids de la presence de l'Etat, surtout dans les economie europeennes. Il ne suffit pas d'insister sur le poids excessive de l'Etat. Il faut le prouver et dire jusqu'a tel point il est excessive. Ces questions doivent recevoir des reponses precises de l'analyse economique. Ce que nous avons essaye de faire dans notre etude d'une facon tout a fait originale puisque nous adressons empiriquement la question de l'endogeneite-exogeneite des depenses publiques et la determination de la taille optimale de l'Etat pour l'U.E.. Nous avons utilise comme point de depart de notre analyse la Courbe d'Armey et le modele de Barro (1989). This research makes a comprehensive evaluation of the applicability of this model to analyze the performance of adjustment programs in the case of six countries in the Mediterranean and Middle East and North Africa (MENA) region, namely, Algeria, Egypt, Iran, Morocco, Tunisia and Turkey during the period 1974-2006. We analyze also the effects of different policies (domestic credit, government spending, tax proceeds and exchange rate), on three objectives: growth, balance of payment equilibrium and inflation. Regarding to our results, the model gives us good economic comparison among these countries. Turkey is the closet to the anticipation of the model. For all of the countries there is a downward trend in domestic prices. Thus balance of payments is considered as the priority and inflation remains the second goal of the model. Therefore the mod...
