This is especially true in situations where the appropriate actions are poorly defined or in cases where rules are deliberately breached. In such situations, all risks need to be evaluated in their entirety. Assuming that road users try to avoid hazard conflicts and accidents, they attempt to safeguard their breaching of the rules to minimize the risk in a given situation. This implies the identification and estimation of all potential risks. When road users feel safe, they tend to oversee the additional threats that may be present. When a user fails to identify further threats, the risk of an accident increases. In some cases, road design abets the wrong or incomplete identification of risk by creating indifferent or misunderstood situations. When pedestrians are faced with a red signal, but the conflicting vehicles are waiting behind the stop line, pedestrians may conclude that cr...

But the needs of cyclists seem to be well known. The existing regulations offer a sufficient wealth of knowledge and infrastructure elements. However, these aspects have to be weighed against each other and against additional demands. Decisions on the design of road spaces are made with local political participation, often by committed laypeople. The abundance of criteria and their weighting, which are defined in the regulations for engineers and planners, seem to overwhelm the decision-makers or do not sufficiently address them. Uncertainty in decision-making fosters a lack of road safety in infrastructure. There is a need for a more suitable decision-making basis for the construction of infrastructure that addresses a responsible decision by the laypersons involved outside of the numerous technical criteria and their weighing against each other or again...

The method measures behavioral data with VIVAtraffic which allows the measurement of real positions of all kinds of road users from video recordings. The study also describes the Time to Collision (TTC) and the Post Encroachment Time (PET) techniques as they are used in traffic conflict studies. TEXT IN GERMAN WITH SUMMARY IN ENGLISH

Focus is on automatic methods of data collection, with emphasis on automatic license plate recognition. The different components needed to form a complete data collection system are identified. Factors relating to the accuracy rate of automatic license plate recognition are discussed. A prototype data collection system is also presented.
