Peace and stability in Europe are being challenged by a revisionist Russian government; political order in the Middle East, North Africa and across the Sahel is under threat; and territorial disputes in Asia pose risks to the economic interests of all members of the Alliance and challenge the security commitments of others. The emergence of a more dangerous world in the second decade of the 21st century poses a historic test for the governments of the transatlantic community.

They have ranged from robust support among conservatives like former British Prime Minister Margaret Thatcher to vigorous opposition from peaceoriented groups and political parties. Nevertheless, it is fair to say that the vast majority of the comments made by Western European political leaders, defense and arms control experts, and journalists have demonstrated some level of concern about Washington's missile defense plans.1

A series of soaring speeches, frank interviews and pragmatic initiatives made real changes for the better seem possible. Of course other presidents have begun with high hopes, only to be ensnared in multiple dilemmas inherited from their predecessors. By the summer of 2009, Obama's own prospects begin to seem more problematic. Disagreements have surfaced between the Presidency and the Congress and rumours proliferate about splits within the administration's own ranks. Fear grows that the president-attempting simultaneously to overcome a severe financial crisis, address longneglected needs of the domestic economy and win two intractable wars-has overreached himself.
