The Corps was generally regarded as a good investment of public funds by even the most fiscally conservative Virginians. State, federal, and private lands were vastly improved by CCC conservation efforts. Virginia received the fifth largest expenditure of CCC money over the nine year period of Civilian Conservation Corps operation. Large numbers of Virginians were employed in forestry work at CCC work projects. Most of the pay earned by these men went to the support of their dependent families. Blacks were segregated in separate camps and were restricted in the types of administrative positions open to them. Virginia politicians enthusiastically supported the CCC until the late 1930s. Conservation improvements in their state and frequent opportunities for patronage maintained Virginia politicians' high regard for the CCC. After this period, the Corps' popularity waned as the state's economy improved, and the state Democratic organization fell into line with Senators Byrd and Glass in their opposition to the New Deal. vi RACE, RELIEF AND POLITICS: THE CIVILIAN CONSERVATION CORPS IN VIRGINIA 1933-1942 4 was that of "general supervisory control."'*' Section 2 of the executive order established an Advisory Council containing representatives from cooper ating executive departments.

The period was characterized by nationwide strikes, violence, widespread use of the boycott, and the emergence of labour class-consciousness. The impressive labour victories over the Union Pacific railroad in 1884 and Jay Gould's Southwestern railway system in 1885 encouraged aggressive unionism. As the chief beneficiary of this success, the Noble Order of the Knights of Labor attracted an additional 500,000 members between 1 July 1885 and 30 June 1886. 1 In Virginia, the increased membership of the various Knights of Labor District Assemblies was accompanied by the proliferation of trade unions. The number of Virginia trade unions tripled from 1884 to 1886. 2 Struggling to improve their condition or simply retain their position, labourers employed strikes and boycotts as two basic means of confronting the disproportionate power of their employers. The concerted refusal to work for an employer, or to purchase that company's commodities were considered by labour leaders to be their most viable recourse to black-listing, wage reduction, and harsh management practices. During the 1880s, the boycott was especially employed by the Knights of Labor. Labour historian, Leo Wolman, noted that there were three distinct periods of boycotting under the Knights. From 1881 to 1885, boycotts were unorganized and local efforts. Boycotting came under centralized control from 1885-1892 and was marked by careful execution. After this period, the Knights declined in stature, centralization and organization broke down and the administration and execution of the boycott devolved solely upon the various local unions. 3 Following the first "wave" of boycotts which swept the United States in 1885, an investigation of the use of the boycott was published * Westfield, Massachusetts .

This extensively researched and expanded volume chronicles the lives of African American individuah and families who lived in the Pioneer River Valley between 1650 and 1865. As Carvalho expUins in his preface: Hampden County, Massachusetts, was a significant center of African American life . . . Its location at the "crossroads of New Enghnd" '. . . made Hampden County a haven for escaped shves. The establishment in Springfield of the U.S. Armory in 1794 pUced the city at the very epicenter of America's Industrial Revolution . . . As the seat of Hampden County . . . Springfield soon became a place where an African American community could take root and thrive. In the generations before the Civil War, Springfield became a center of antislavery sentiment. Regionally colonizationist and anti-slavery societies were established by sympathetic white citizens. More importantly, the first African American church in western Massachusetts was formed in Springfield in 1844, literally providing a pulpit for African American leaders to speak freely about America's slave system, (p. i) Author Joseph Carvalho III has relied on a wide variety of sources - including church records, ministers' journah, family papers, court records, newspapers, U.S. and Massachusetts census reports, military and pension records, city directories, and cemetery records - to piece together detailed family histories. As a result of much additional research, this revised second edition includes significant new material and nearly doubles the size of the first edition to 400 pages. This compilation of genealogical, biographical, and historical information not only brings these individuals to life but abo provides the student of regional black history with a comprehensive view of the community at a pivotal time in history. Carvalho is uniquely qualified to conduct this research: a certified archivist, he holds masters degrees in both history and library science. He recently retired as the president and executive director (1994-2010) of the Springfield Museums in Springfield, Massachusetts, and is currently a member of the Board of Trustees ofWestfield State University. He abo served as associate editor of the Historical Journal of Massachusetts (1978-2003). Now known as Springfield, Massachusetts, the settlement began as a fur trading post; it had the distinct advantage of being the most northern European-controlled trading station on the Connecticut River. Under the leadership of William Pynchon (15901662) and his son John, European settlement engulfed the surrounding Indian lands. Throughout the 1650s and 1660s, the economic success of the township and the possibility of land ownership attracted additional settlers, one of whom was Peter Swinck. Swinck first appears in local documents through an entry in William Pynchon's account book dated 1650. ' As an indentured servant to William and later John Pynchon, Swinck was the first African American to live in what is now western Massachusetts. He was assigned a seat next to his white neighbors in Springfield's First Church, where his social status is perhaps revealed by the location of his seat among those at the rear of the meetinghouse. Peter was also granted land in what would become West Springfield and Agawam. Springfield town records reveal that there is granted to Peter Swinck the vacant land that lies between the general fence that runs from the Great River to Agawam River and Goodman Mun's lot southward. …
