Thus, there is still a discussion in Kazakhstan and various narratives are being formed concerning the expediency of the country’s presence in the Eurasian Economic Union (EAEU), the advantages and challenges associated with this participation. The article deals with the main narratives that are presenting in Kazakhstan and describing the integration processes within the EAEU — official and expert (both critical about the EAEU and supporting Eurasian integration). The societal dimension of any conflict appear when a large identity group or its particular members determine something as a threat to their survival as a community and start to act in proper way. Main nodal points of societal conflicts in the region are identifications connected with understanding what are the state, the nation, and the government. The article argues that the nation is considered through the prism of the titular nation [ethnos] concept and government stands as transcendent actor [subject] relative to the state and nation. The events in the southern Kyrgyzstan [Osh and Jalal-Abad oblasts] happened in June 2010 is used as a most illustrative case of societal conflicts in Central Asia. Content analysis of official documents, publications of the regional media and discussions in social networks allows defining a list of subjects that set the key narratives on nonproliferation. This list includes governmental initiatives on nuclear-free zones, development of nuclear power industry, environmental problems caused by uranium production and utilization of nuclear waste. The authors argue that the Republic of Kazakhstan is much more proactive in using nonproliferation issues in its official and expert discourse. Moreover, promotion of nuclear-free status and initiatives makes nonproliferation a diplomatic niche for Astana, or an element of Kazakhstan’s nation brand.
