We are living in a constantly evolving world. ICT (Information and Communications Technology) has an impact on nearly every aspect of our lives – from working to socializing, learning to playing. The digital age has transformed the way young people communicate, network, seek help, access information and learn. As technology becomes more and more embedded in our culture, the learners must be provided with relevant and contemporary experiences that allow them to successfully engage with technology and prepare them for life after school, university or any place of study. Today‘s world is a world of information explosion. This information explosion is taking place in such a fast speed that even a literate person is feeling as if he or she is illiterate if they are unable to cope with this information explosion. Web 2.0 tools which are part of the ICT give students and teachers the opportunity to actively engage in online with the help of Internet. Web 2.0 tools created around the idea that people who use media, access the internet and use the web do not want to be passive users, but rather they want to be active contributors. Teaching as well as learning takes place with these Web 2.0 tools. The content is user-generated and always dynamic. Some of the examples for Web 2.0 tools are: Skype, Wikis, Blogs, Facebook, Google + and Podcasting etc.
Blogs are also known as 'Web logs’. They are part of Web 2.0 tools. They are an emerging technological tool that has been identified as useful for writing. It is quite common for students in today’s educational system to dislike and avoid the writing process. Writing is one area where people in general show lack of interest. Blogs are always systematic, structured and lengthy. Lengthy comments can be written here in the blog. It is not possible to write lengthy comments in Facebook and Twitter. Therefore very little writing takes. It is here in the blog there is a possibility for peer to peer sharing taking place.
The aim of this paper, therefore, is to make use of these Blogs in improving writing skills of tertiary level learners.
Keywords- ICT; Web2.0 Tools; Blogs; Writing Skills; and Tertiary Level Learners.

Whether it is like preparing a poster, a pamphlet for some kind of town tour, or doing something else, it involves a culture of working together towards a very specific goal. Since that goal usually includes making a product in English, it ensures lots of English practice. The process of finding information and other data to incorporate into projects provides an increased access to the ways and means of mastery over the language.
Project work in English class is of great benefit. Hence it can be run over for 6 or 8 classes. During the first classes, students do initial planning. Between the next classes, they can have a chance to search the Internet for whatever they need. In the next one or two classes, they actually create the project and explain it to several different partners several different times. This may be task recycling. Using the same task, say the project - and letting the student talk about it, answer questions, explain things and use the same content several times increases language fluency, complexity, and, accuracy. Since the
learners know they will be explaining their project, it gives more of an incentive for everyone to be working together to make the best project possible.

In the technology -driven world it has become an obligation for educational system and teachers to use the medium of technology to reach out to the learners, more so with regard to tertiary level learners. Fortunately, for language teachers, the digital landscape like Facebook, Twitter, Blog, Google Plus, Email, etc., provide an arena for enhancing the language skills. The Web 2.0 tools make the communication online interactive as in a face-to -face communication.
