by the betrayal of Russia, convinced the Romanian political decision- makers to end the military hostilities with the Central Powers. On December 9, 1917, the
Armistice Treaty between Romania and the Central Powers was signed in Focsani.
However, not all the technical-military details have been established to determine the exact delimitation of the front on land, water and air, as well as permissible or forbidden military preparations. The Germans also urged the opening of commercial traffic on the Danube and the Black Sea in order to transport the requisite goods from the occupied Romanian territory. For this purpose, a special commission was set up to negotiate these issues, and the decision taken will be an integral part of the Treaty of Armistice. After several discussions between the German and Romanian-Russian Commands, the city of Brliila was chosen as the
place for the special committee negotiations. The Commission was to meet on 12, 13 and 14 January 1918. The present study presents the history of these negotiations, the atmosphere in Braila in January 1918, the impressions of the representatives and the final act of the debates.

At the beginning of January 1917, Brăila County was occupied by the German army. The German headquarters reorganized the occupied territory in order to have the best economic profit possible of it. Administratively, the county was organized in the area of the Ninth Operational Army (Operationsgebiet). Both the military rule and the administration of these counties were directly assigned to the supreme commander of the army of occupation. By military decree of the General Headquarters (Z.B.V.) no. 52/ 22 April 1917, the territories of the Danube army in Brăila County were divided into three regions: Silistraru, Viziru and Ianca. This paper tackles some aspects of the administrative organisation of Brăila County from 23 December 1916 to 24 October 1918 (both the German and the Romanian administrations).

In January 1918, there was a conflict between the former Allies, Romanians and Russians, from which the Germans benefited. This study presents the fights in Galati and their effects upon the occupied Brăila, using unpublished historical sources (the memoirs of German general Robert Kosch and photographs).

The forms of propaganda were diverse, such as unofficial channels, newspapers, speeches, movies, photos, posters, books, pamphlets, periodicals and even cartoons (used for the first time by the British). The study proposes an analysis of the German propaganda employed by newspapers regarding Romania’s declaration of war in 1916. Germany was the only country to consider propaganda as a tool of war even before 1914. At the beginning of the world conflict, a semi-official network disseminating information favorable to the country in other states already existed in Germany and the role of propaganda consisted in raising the morale of the population during the war. The National News Agency and the Wolff Telegraph Bureau (WTB) were financed and controlled by the state.

Press sheets and numerous newspapers (such as “Bomba”, „Dunărea”, „Egalitatea Brăilei”, “Obuzul”, “Expresul”, etc.) offered the readers not only information about the economical, social and political life of the town, but also about the events from all over the country and the whole world.
The crucial moment of the outbreak of the First World War was widely discussed in Brăila’s press. The purpose of this contribution is to emphasize the Romanians’attitude towards this moment as it was presented by the opinion leaders during that time, the journalists. The press articles conveyed the Romanians’mood, implicitly the one of the people from Brăila, regarding this events. From the articles written during that period it can be perceived the Francophile attitude, an attitude that was clearly against Austro-Hungary and Germany. The journalists from Brăila propagated the idea of Romania’s participation in the great conflagration along with France, with the aim of achieving the national ideal: establishment of the Great Romania. But there existed some journalists who were discussing about the possiblity that Romania should fight against Antante, or remain neutral. Also, the newspapers from Brăila were rendering information on the effects of war on the town’s economy (reduced commercial traffic in the harbor, rising prices of goods of any kind, export prohibition).
