Apres l’echec constate des politiques de transfert de technologies pendant plus de trente ans, la tendance est, depuis 2000, de promouvoir un developpement endogene, qui privilegie la recherche et l’innovation au niveau local. Nous partons de l’hypothese selon laquelle il y a le manque d’une reflexion prealable, de type universitaire, sur la recherche, il n’y a pas de place adequate pour la philosophie des sciences, de la technologie et de l’innovation dans les universites africaines. Qu’est-ce que le developpement ? Sur quoi se fonde l’innovation technologique en Afrique ? En vue de quoi innover ? The reflections we present in this article are a fundamental philosophical contribution to Africa... more The reflections we present in this article are a fundamental philosophical contribution to African politics and governance. We propose a political thought, based on the imaginary power of the African peoples, coupled with the principles of modern power from Western Europe; and analyzed sovereignty, both national and popular, based on speech or oral expression. We thus suggest an ethics of the constitution, based on the principle of the respect for the given word. Our relation to a constitutional text is listening to the unspoken, which signals in the singular of every article of the constitution, capable of signifying more than it says. In relation to the text which concretizes the condition of the human being, a being-speaking, listens by saying words as if they were read in his own condition. The modality of the constitutional text is a letter before the narration, a letter which collects the word of being together in text, and which thus lays the sovereignty of the word in the trace of its path. The letter, which as such, contains what, overflows it, because the words it express, point to another meaning, as a human signature.

Among the institutional instruments likely to participate in the economic development of a countr... more Among the institutional instruments likely to participate in the economic development of a country, banks occupy a crucial place, as their role affects means of payment, exchanges, credit, financial transactions and advice. The analysis of paradigms and mechanisms of the banking system makes it possible to intervene in the heart of the economic system. Congo's banking system, like that of almost all African countries, is characterized by half a century of failure, several bankruptcies, endemic corruption, the embezzlement and exclusion of so-called poor populations and rural. This article proposes a model of the endogenous financing of the real economy through solidarity banks. Our objective is to formulate a decision-making tool for economic and financial governance, in terms of financing local development. We propose to explain the importance of monetary policy and the renovated banking system on endogenous bases, according to traditional African values.

This article presents the Husserlian conception of arithmetic, based on its psychological and phe... more This article presents the Husserlian conception of arithmetic, based on its psychological and phenomenological analyzes. Our goal is to analyze what Husserl presents as a structure of subjectivity, through the experiences of number consciousness. We start from the logico-psychological problems linked to the foundation of mathematics to restructure the subjective substance that governs the conceptualization of scientific foundations; we go through representative psychology to measure the objective dimension of arithmetic and see that number, as quantity, proceeds from a psychic construction. We clarify the path followed by Husserl in the development of phenomenology as a descriptive science, where subjectivity is a condition for the possibility of knowledge. We arrive at the result according to which, scientific objectivity is the corollary of a subjective a priori.

Contemporary philosophers seem to be far from the question of development, which is an essential question for the societies of our time. It is therefore urgent to enunciate a theory of development, anthropological reflection that lies beyond economic and political theories on development. It is necessary to think about development, in its link with humanity or the essence of the human, by leading it to the element of its truth, namely the individual well-being, which escapes all attempts at control, probability and econometrics. This article proposes a new paradigm of development calls for a fundamental reflection, based on the analysis of human consciousness. We examine human consciousness, to understand its foundations about crossing, in a discourse with a universal aim.

The uprising of peoples in democratic countries signals the end of democracy based on ultra-liberalism. It is therefore urgent to think of a new type of political governance, much more concerned with people’s lives. The traditional Bantu (people) government is therefore a model to revisit and update, in this world where people feel abused by politics. We propose a political theory, based on consensual governance and the well-being of people. It is necessary to assert that the solution to the problems posed by modern democracy can only come from the traditional political governance model of the Bantu.

The uprising of peoples in democratic countries signals the end of democracy based on ultra-liberalism. It is therefore urgent to think of a new type of political governance, much more concerned with people’s lives. The traditional Bantu (people) government is therefore a model to revisit and update, in this world where people feel abused by politics. We propose a political theory, based on consensual governance and the well-being of people. It is necessary to assert that the solution to the problems posed by modern democracy can only come from the traditional political governance model of the Bantu.

Et, l'autocritique a une valeur rédemptrice, en ce qu'elle est un moyen d'identifier, avant qu'elles ne se produisent, les failles et les impasses qui risqueraient de nous précipiter dans le désastre ou l'abîme. Elles nous ont permis de comprendre le sens et les enjeux de l'aphorisme bachelardien selon lequel, en science (tout comme en philosophie) « Rien n'est donné, tout est construit ». La philosophie n'est pas une donnée, mais, un construit de la raison, au départ des problèmes qui génèrent l'étonnement, c'est-à-dire la découverte de l'ignorance, laquelle ne peut être dépassée que par la connaissance. La philosophie est un construit de la raison qui discourt, c'est-à-dire qui court d'un lieu à un autre et à tous les autres, pour tenter de comprendre l'objet-problème qui suscite l'étonnement et d'y apporter une solution, fusse-t-elle interrogative. En dis-courant, on apprend ou on réapprend à comprendre la pensée, l'homme, la société, bref le Monde. now well known in the media that everywhere in the world, human organizations, whether private, public or
civic, take the helm themselves to govern themselves. The promotion of the concept of governance in recent
years is undoubtedly linked to the consideration of political power in economic analysis on the one hand, and
the link between the State, civil society and the market on the other. Our approach insists on the ethical status
for all those who want to lead others in society. We therefore propose modeling the moral index of leaders.
The objective of this paper is to propose a model of political governance, based on collective decision by
concession, within the issue of the modernization of traditional Bantu governance practices. We analyze the
collective decision from a political and philosophical point of view. This means that we are interested in the
voting rules and the conditions of rationality in collective decisions. We start by explaining the concept of
decision; we then analyze the mathematical model adapted to our political theory, namely Bantucracy; we
finally propose three indexes: the governing morality index (GMI), the index of national governance (ING),
and the index of general governance (IGG).
