This article examines Trump administration social welfare policies in order to better understand ... more This article examines Trump administration social welfare policies in order to better understand their implications for American federalism and the evolving welfare state. We focus particularly on the use of waivers and other administrative tools to promote work requirements and benefit restrictions in the two largest means tested spending programs: Medicaid and SNAP. These policies are accelerating the fragmentation of America’s welfare state and continued movement toward variable speed, “fend for yourself” federalism. This hyper-partisan, polarized, variegated model of federalism is resulting in increasingly diverse patterns of state implementation of national policies.

In 1955, the Commission on Intergovernmental Relations-the Kestnbaum Commission-embellished the i... more In 1955, the Commission on Intergovernmental Relations-the Kestnbaum Commission-embellished the intellectual framework of cooperative federalism and laid out a policy agenda for promoting it. Since then, our intergovernmental system has evolved from a predominantly cooperative federal-state-local system to one characterized by corrosive opportunistic behavior, greater policy prescriptiveness, eroding institutional capacity for intergovernmental analysis, and shifting paradigms of public management. Th ese trends threaten to undermine eff ective intergovernmental relations and management. Recent developments, however, off er some promise for building new institutions of intergovernmental analysis, more eff ective paradigms of intergovernmental public management, and greater horizontal cooperation.

The American political system has changed markedly in recent years, with important consequences f... more The American political system has changed markedly in recent years, with important consequences for the conduct of intergovernmental relations. Historically, the noncentralized structure of political parties provided important avenues of state and local influence in Washington. Since 1974, however, dramatic changes in the parties have altered traditional relationships. Most striking has been the growth of the national party organizations, which in the last 15 years have evolved from weak and episodic entities to innovative senior partners in the party system. Nationalization has occurred as well in the interest-group arena, despite the overall expansion of public-interest-group activity. These and other developments have tended to erode state and local political influence over national policymaking. Etats federes (state governments) et collectivites locales (local governments) continuent a jouer... more Etats federes (state governments) et collectivites locales (local governments) continuent a jouer des roles essentiels a la fois dans l’elaboration et dans l’application des politiques nationales, mais l’equilibre des pouvoirs et les ressources favorisent Washington. Cependant, cette tendance de long terme dissimule de nombreux cycles de centralisation et de decentralisation plus courts. Cet article examine les consequences intergouvernementales des reformes politiques nationales adoptees au cours des trente dernieres annees. Il se penche tout particulierement sur les interactions entre le federalisme et l’Etat providence. Il etudie egalement les forces politiques qui semblent avoir accelere la rapidite des changements entre cycles de centralisation et de decentralisation en les replacant dans une perspective historique plus large.
