ABSTRACT The strategic use of knowledge and its management depend upon the relevant organizationa... more ABSTRACT The strategic use of knowledge and its management depend upon the relevant organizational context. The model of the "learning ladder" is a compact way of describing the unfolding of multiple organizational knowledge creation, transformation and transfer processes in a single firm context. Additionally, in this context the governance of the firm internal knowledge processes is performed according to the resource -based view of strategy. In this paper two different contexts challenging such model are explored in the case of a large pharmaceutical company, AstraZeneca. First, the boundaries of the single firm are crossed by looking at those advantages, which may be attained by managing the transfer and co-production of unique knowledge between a few allied firms according to the theory of relational rents. AstraZeneca "formal network" is discussed in the light of this model. Secondly, emerging features of how knowledge is managed among a large number of interdependent organizations and individuals are explored with reference to the case of a very peculiar R&D department at AstraZeneca: Clinical Science. While in the first case the model prove to hold, in the latter context behaviours and performances seem to contradict the principles of knowledge management inspired by the resource-based and relational views. This is puzzling: conventional strategic and knowledge management frameworks break down precisely when dealing with highly distributed, knowledge intensive businesses.
E government has often been associated to New Public Management reforms, and as consequence often... more E government has often been associated to New Public Management reforms, and as consequence often conceived as tools to improve service delivery and efficiency in the public sector. Following similar assumptions the Italian Ministry of Justice has launched a number of e-government projects to reorganize the judiciary. Results have been mixed. To discuss these results the paper introduces the notion of socio-technical regimes. The discussion of how normative, organizational, institutional, and technical components are integrated into socio technical regimes suggests a new perspective to study e-government. This approach argues that e-government is not only a technical solution to organizational problems but a relationship intertwined within the values, routines, organizational settings, and technological configurations embedded into these projects. This highlights that e-Government deployment is affecting and is affected by the very institutional and technical fabric of public organizations, and allows making proposals about how to study and deploy such projects.

In the case presented herein, two three-dimensional rendering software products coexist without c... more In the case presented herein, two three-dimensional rendering software products coexist without competing, though they present similar characteristics and rely on competitive technological architectures. The market configuration for these two software products thus appears largely determined by socio-technical elements, not just the technical characteristics of the software architecture. The socio-technical regime within which the technology is embedded shapes the boundaries of the markets for both software products. Therefore, the concept of path dependency appears insufficient to explain the nature of the competition. To explain the factors that determine the market configuration, the authors introduce the concept of socio-technical regimes.
This paper discusses the Akshaya E-Government project. The paper uses general concepts borrowed f... more This paper discusses the Akshaya E-Government project. The paper uses general concepts borrowed from actor network theory to discuss the ongoing negotiation that shapes E-Government projects. We aim at shedding light on the importance of the dynamic interactions that shape the impact of ICT on government polices. In particular, we show that the nature of the service delivered and the socioeconomical development supported by the project are constantly shaped by the negotiation that occurs among the different actors involved and the consequent changes the project itself experiences. We therefore suggest to study e-Government in its making and not as results of planned action and sequential evolutionary phases.

Drawing on the monitoring and evaluation framework of Cornford, Doukidis, and Forster, the concept of information agreement is suggested as a way of assessing the quality of monitoring systems in context. Preliminary implications are discussed with regard to the quality of information, the information agreement being conceptualized as a tacit, and/or explicit agreement between and among participating government partners about the quality of information.
