Tracer studies are research investigations that are designed to track the outcomes and experience... more Tracer studies are research investigations that are designed to track the outcomes and experiences of participants in learning programs. In the case of work-integrated learning (WIL) programmes, tracer studies can be used to probe the perception of learners who have completed the programs (Dela Cruz, 2022; Winborg & Hägg, 2023). Following a qualitative research design using a questionnaire as data collection method, a cohort of learners (n=179) who have completed Energy and Water Sector Education and Training Authority (EWSETA) WIL programmes was used to gauge the perceived strengths and weaknesses of these programs, including the skills and knowledge they gained, the quality of the training, and the overall impact of the programs on their career development. It was established that WIL programmes generally lead to benefits such as increased employability, gaining of work-related skills, greater job retention, career advancement, continuous learning, and improved self-esteem. WIL programs are, however, hampered by employer-related factors such as limited mentorship and career guidance, financial limitations, and poor working conditions.

PUBLIC MANAGEMENT FUNCTIONS A large number of approaches to public management exist. This study is based upon the public management model of Schwella, as depicted in Appendix B. The model accepts the fundamental premises of the contingency approach to management. The contingency approach is based upon the open systems theory and emphasises the importance of the environment for the theory and practice of management. The model indicates the functions of public management as policy making, planning, organising, leading, control and evaluation. 2.5.1. Policy making Public policy is described by Jones in four dist:nct phases; specified means to the achievement of goals, authorised means to achieve goals, specific actions taken to implement programmes and the measurable outcome of programmes (Fox et al 1991 :27). Dye provides another definition of public policy as "whatever government choose to door not to do" (Fox et al1991 :27). The policy process is a complex set of events that determine what actions government will take, what effects those actions will have on sociaiconditions and how those actions can be altered if they lead to undesirable outcomes. The fact that a specific policy has been adopted bya government, and a policy statement produced, does not imply that the process is complete. The policy must still be implemented and the resulting outcomes of such actions assessed. Policymaking is therefore a continuous process without a distinctive beginning or end (Fox et al 1991 :31).

Corruption is informally defined as any act which unfairly or illegally influenced a decision-making process, through giving or receiving of a benefit (monetary or otherwise) to the decision-maker or another party connected to the decision-maker. South Africa (SA) is known for its well-developed framework to promote sound public administration, consisting of the Constitution, supportive legislative instruments including the Public Finance Management Act, Municipal Finance Management Act and various National Treasury Regulations and Notices. Sadly, SA is also known for high levels of fraud, corruption and collusion amongst public officials with apparently very little consequence management to date. Cooperatives have proven over the years to be an effective business model towards creating jobs, ... more Cooperatives have proven over the years to be an effective business model towards creating jobs, economic gains and social upliftment. Various successful cooperatives exists worldwide, while the South African history also includes examples of strong cooperative activity, especially in the agricultural and services sectors. Sadly, the survival rate of cooperatives is extremely low, and mostly as result of lack of access to resources, poor or lacking business management skills and the inability to manage the cooperative specific relationship between members. This article seeks to explore the results of the analyses of the current levels and future skills needs of established and emergent cooperatives within the South African economy, as well as the content and success of training initiatives as supported by Sector Training Authorities in South Africa. Underpinned by a critical interpretive approach, an extensive analysis of existing literature of international and South African publications on cooperatives as an economic entity, publications provided valuable insights into the current status of cooperative skills and performance. The findings culminated in concepts to be considered when designing a cooperative specific training approach or initiative.

Various well-intended and well-defined public procurement and environmental regulatory policies and instruments were put in place over the years, however, they appear to be failing in achieving the goals of local job creation and alleviation of unemployment. This exploratory literature review study of various public documents, regulatory instruments, and review reports aims to evaluate current knowledge pertaining to the current level of sustainable transport from a life-cycle approach, in support of overall sustainable goals in South Africa.
