This paper develops and tests a framework for the empirical analysis of online deliberation. Most... more This paper develops and tests a framework for the empirical analysis of online deliberation. Most studies of online deliberation neglect the broader context of deliberation by exclusively focusing on measuring the degree of deliberativeness in a given context. This paper adopts a more comprehensive perspective on online deliberation by considering the conditions and outcomes of deliberation. Accordingly, the proposed framework includes three levels: the institutional design fostering deliberation (institutional input level), the standards of the communication process itself (communicative throughput level) and the expected benefits of deliberation (productive outcome level). Every level addressed in the framework is both rooted in deliberative theory and complemented by empirical findings. Testing the framework in a case study on the online deliberation of new PhD guidelines at a faculty shows that it is workable for empirical research. While most empirical studies exclusively focus on measuring the degree of deliberativeness in a given text, this paper adopts a more comprehensive perspective on online deliberation by considering the conditions and outcomes of deliberation in addition to the measurement of deliberativeness. The empirical model of online deliberation draws on existing theoretical and empirical work. It includes assumptions on three levels: the conditions fostering deliberation (institutional input level), the parameters of the communication process itself (communicative throughput level) and the expected benefits of deliberation (productive outcome level). Sie sind zum festen Bestandteil professioneller und alltaglicher politischer Information und Kommunikation geworden. Es sind fur verschiedene Akteure neue Moglichkeiten der internen und externen Kommunikation mit erheblichen Chancen und Risiken entstanden, die alle politischen Raume erfassen. Die spezifische Logik der Online-Medien beginnt, die politische Kommunikation zu pragen. Insgesamt ergibt sich ein grundlegender, also struktureller Wandel der politischen Kommunikation durch Online-Medien. Die elf Beitrage dieses Bandes befassen sich mit diesem Wandel. The risk of flood or waterlogging in irrigation districts has increased due to global climate cha... more The risk of flood or waterlogging in irrigation districts has increased due to global climate change and intensive human activities. A Model of Optimal Operation of Drainage Works (MOODW) for flat irrigation district was established by incorporating the hydrological model of waterlogging process and waterlogging loss estimation, which was solved by an optimization method of genetic algorithm. The model of waterlogging process was built based on a modified Tank model and hydrodynamic model for the ditch-river system. The waterlogging loss is calculated under the condition of inconstant inundated depth by linear interpolation. The adaptive genetic algorithm with the global optimization function was selected to solve the model. With an extreme rainfall events in Gaoyou irrigation district as cases, results showed that operation time and numbers of pumps increased; thus, operating costs were 1.4 times higher than before, but the yield loss of rice decreased by 35.4% observably. Insbesondere soziale Medien eröffnen agonistische Arenen, in denen konträre Positionen aufeinanderprallen. Obgleich die theoretische Konzeption des Internets als agonistische Sphäre nicht neu ist, liegen bisher kaum inhaltsanalytische Instrumente vor, die eine ganzheitliche Betrachtung agonistischer Diskursstrukturen ermöglichen. Der Beitrag will diese Lücke schließen, indem er einen Vorschlag zur Operationalisierung von Agonismus unterbreitet. Previous research suggests that distinct characteristics of news articles, such as their news fac... more Previous research suggests that distinct characteristics of news articles, such as their news factors, account for the different participation rates in comment sections as well as the degree of interactivity among the discussants. In this study, this assumption is tested in the Facebook environment and extended to the analysis of how news factors (i.e., event characteristics) and illustration factors (i.e., characteristics resulting from a specific journalistic editing) of news articles predict the inclusiveness of discussions, as well as the occurrence of civility, rationality, and deliberative interactivity in user comments. A content analysis of 619 news articles and 11,218 related user comments on nine nation-wide Facebook news pages reveals that the news factors controversy, latent conflict, contravention, obtrusiveness, and impact particularly account for specific discussion qualities. This paper asks how the intensity of individual local eParticipation affects users’ perception of... more This paper asks how the intensity of individual local eParticipation affects users’ perception of democratically valuable effects. Drawing on participatory and deliberative theory literature we extract four participatory effects- internal political efficacy, common good orientation, tolerance, and legitimacy. Furthermore, the paper examines which cognitive factors may moderate the relationship between intensity of participation and perception of participatory effects. Drawing on online survey data from 670 citizens engaged in public budgeting online consultations on the local level, the conducted path analysis shows that intensity of participation seems to foster the perception of common good orientation and tolerance. The other perceptions of participatory effects were not influenced by participation intensity. Ever since the Internet has provided easy access to online discussion, advocates of deliberative ... more Ever since the Internet has provided easy access to online discussion, advocates of deliberative democracy have hoped for an improved public sphere. This article investigates which particular platform features promote deliberative debate online. We assume that moderation, asynchronous discussion, a well-defined topic, and the availability of information enhance the level of deliberative quality of user comments. A comparison between different types of news platforms that differ in terms of design (a news forum, news websites, and Facebook news pages) shows that deliberation (measured as rationality, reciprocity, respect, and constructiveness) differs significantly between platforms. We find that the news forum yields the most rational and respectful debate. While user comments on news websites are only slightly less deliberative, Facebook comments perform poorly in terms of deliberative quality. However, comments left on news websites and on Facebook show particularly high levels of reciprocity among users.

This article focuses on the potential of online participation to enable the cooperative developme... more This article focuses on the potential of online participation to enable the cooperative development of norms by affected stakeholders, investigating whether such processes can produce norms of both high quality and legitimacy. To answer this question, we designed, implemented, and evaluated an online norm setting process that goes beyond the scope of those usually described in the literature. Taking as a case study a process to redraft the examination regulations for doctoral degrees at a science faculty of a German university, we show that such instances of online deliberation can integrate the diversity of opinions of all affected stakeholders. The result was a norm that implemented previously controversial external recommendations for doctoral dissertation procedures and that was met with high satisfaction from both those who participated as well as those who remained passive. While we believe that the university context in which this process was conducted is particularly promising for such efforts because of its organization, its members, and the issue that was at stake, we argue that similar conducive conditions exist, for example, for political parties. As such, the findings can be instructive for understanding the potential and limits of successful online participation in other contexts.

In this study, this assumption is tested in the Facebook environment and extended to the analysis of how news factors (i.e., event characteristics) and illustration factors (i.e., characteristics resulting from a specific journalistic editing) of news articles predict the inclusiveness of discussions, as well as the occurrence of civility, rationality, and deliberative interactivity in user comments. Drawing on participatory and deliberative theory literature we extract four participatory effects- internal political efficacy, common good orientation, tolerance, and legitimacy. Furthermore, the paper examines which cognitive factors may moderate the relationship between intensity of participation and perception of participatory effects. Drawing on online survey data from 670 citizens engaged in public budgeting online consultations on the local level, the conducted path analysis shows that intensity of participation seems to foster the perception of common good orientation and tolerance. The other perceptions of participatory effects were not influenced by participation intensity. This article investigates which particular platform features promote deliberative debate online. We assume that moderation, asynchronous discussion, a well-defined topic, and the availability of information enhance the level of deliberative quality of user comments. A comparison between different types of news platforms that differ in terms of design (a news forum, news websites, and Facebook news pages) shows that deliberation (measured as rationality, reciprocity, respect, and constructiveness) differs significantly between platforms. We find that the news forum yields the most rational and respectful debate. While user comments on news websites are only slightly less deliberative, Facebook comments perform poorly in terms of deliberative quality. However, comments left on news websites and on Facebook show particularly high levels of reciprocity among users.

This article focuses on the potential of online participation to enable the cooperative developme... more This article focuses on the potential of online participation to enable the cooperative development of norms by affected stakeholders, investigating whether such processes can produce norms of both high quality and legitimacy. To answer this question, we designed, implemented, and evaluated an online norm setting process that goes beyond the scope of those usually described in the literature. Taking as a case study a process to redraft the examination regulations for doctoral degrees at a science faculty of a German university, we show that such instances of online deliberation can integrate the diversity of opinions of all affected stakeholders. The result was a norm that implemented previously controversial external recommendations for doctoral dissertation procedures and that was met with high satisfaction from both those who participated as well as those who remained passive. While we believe that the university context in which this process was conducted is particularly promising for such efforts because of its organization, its members, and the issue that was at stake, we argue that similar conducive conditions exist, for example, for political parties. As such, the findings can be instructive for understanding the potential and limits of successful online participation in other contexts.
