Lately the principles of democratic management are implemented in all levels (including organizational level). The role of organizations and their influence to general education system are increasing progressively. Fluctuation is a necessity during reform implementation. The purpose of the article is to analyze changes in education system, highlight their most important aspects in the context of global and European education. Education reforms are the result of global and European education change. Ensuring the quality of the various processes is essential to the effective functioning of an org... more Ensuring the quality of the various processes is essential to the effective functioning of an organisation. One way to achieve this is to assess the quality of the organisation's performance. This process involves both self-assessment and external evaluation, which are carried out using different methodological approaches to evaluation. It should be stressed that the outcome of the quality assessment also depends on the choice of a methodological approach and its correct use from a methodological perspective. The aim of this paper is to present methodological approaches to assessing the quality of organisational performance. The paper focuses on action research as a methodological approach to evaluation and case studies as a methodological approach to external evaluation, showing how the two are closely interrelated and how they can be used more frequently and successfully in quality management research.
[...] Paper overviews the current professional development system of military officers and highli... more [...] Paper overviews the current professional development system of military officers and highlights its peculiarities and role in modern armed forces and a national and international security system. Professional armed forces must be well prepared, have military capacities therefore special attention must be paid to military training and professional development of officers and soldiers. The main objective of a professional development system of military officers is to train officers to perform tasks professionally in war and peace time and ensure that military training and development complies with the strategy, doctrine, procedures and standards of NATO. Professional development must help officers to fulfil duties and ensure a high professional level of the army. Professional development is important seeking a career in the army and promotion in rank and gives a competitive advantage in filling positions. Therefore, professional development should be encouraged and supported by regularly sending officers to training and development courses to gain and refresh knowledge and skills. A questionnaire survey was conducted to identify flaws in the professional development system of officers and propose improvement opportunities. Research findings helped to identify a number of flaws of the system: information about professional development opportunities is lacking, training and development opportunities are unequal, candidate selection to courses is biased, systematic and consistent approach to professional development is missing, professional development and career planning are misbalanced.The following may serve as guidelines for improvement of the professional development system: comprehensive information about professional development opportunities must be provided, the principles of equality, transparency and impartiality must be ensured, professional development must be organised on a regular basis, professional development and career planning must be consistent

On the basis of the experience of regional collaboration, the Danish model of juvenile crime prevention (school, social services, and the police) through collaboration and the summary of its implementation in the Lithuanian context are presented. The article is based on the following methods: meta-analysis of documents and specific literature, a systematic study, assessment, and the event analysis of the empirical application of the SSP model. On the basis of the methods, conclusions that lead to the solutions to the problems of local social education were made

In this context, mobbing is a phenomenon understood as psychological stress experienced by individuals at work as a result of certain actions by another person leading to negative consequences for the individual, the organization and society. Given the fact that mobbing in statutory organizations or in organisations involved in their activities has hardly been studied, this article aims to reveal the peculiarities of mobbing in the Ministry of National Defence of Lithuania and its institutions through the organizational environment and employees’ relationships. Two hundred and one participants responded to the questionnaire. The basis of every state is in its democratic system and ability to defend it. Therefore, a gover... more The basis of every state is in its democratic system and ability to defend it. Therefore, a government has legal rights to immediately declare emergency situation, responding to crisis, catastrophes or unforeseen extraordinary events. The topicality of the research is determined by the emergency situation declared by the Cabinet of Ministers in 2019 in the administrative territory of Riga City in regard to waste management, in order to provide the Riga municipality with an opportunity to conclude negotiated procedure without prior publication. Even though state's democratic system demands to act immediately in any case of such action, it must be legal since the public, whose life, health and property might be endangered, relies on it, as well as budget is spent on it. However, the mutual application of regulatory enactments in practise cause issues because it is not always clear how to identify and separate such situations and which regulatory enactment is applicable in each specific case. The aim of the research is to determine what is included in the definition of unforeseeable extraordinary events in the context of public procurement, when the government has rights to declare an emergency situation, what are the legal consequences of declaring emergency situation and provide suggestions for dealing with the issue highlighted by the research. In order to reach the set goal, the following tasks were defined: carry-out analysis of regulatory enactments, research the judicature of the European Union and Latvia, conclusions of legal scholars and evaluate the practice of legal act application. The research utilizes descriptive, comparative, dogmatic, historical, systemic, teleological method and analytical interpretation of regulatory enactments.

The purpose of this investigation is to explore the effect of objective and subjective personal i... more The purpose of this investigation is to explore the effect of objective and subjective personal income on perceived national security in the Baltic states, including Lithuania, Latvia, and Estonia. A representative quantitative survey was conducted in three Baltic countries in August 2021. The fieldwork was carried out by the public opinion and market research company Baltic Surveys. The sampling method in the three countries was the same: the probability multi-stage structural method, based on criteria of geographical region, size of settlement, gender, and age. The survey involved more than 1000 respondents per country. Multivariate statistical analysis, including correlation analysis and linear regression analysis was performed. The percentage distribution of the variable on the perception of safety reveals that more than half of the respondents in all Baltic countries agreed that they feel safe living in their own country.
