This article focuses on an analysis of two very different approaches for stabilization and recons... more This article focuses on an analysis of two very different approaches for stabilization and reconstruction (S&R) used by the United States in Afghanistan and the Russian Federation in Chechnya. The article discusses “Stabilization and Reconstruction” (S&R) according to military doctrines, the possibility of the S&R of the nation, the doctrinal framework for S&R processes. The Russian Federation focused its S&R policy on rebuilding the security structures in Chechnya in order to guarantee a stable security situation in the Chechen Republic. The U.S. S&R effort revolved around the reconstruction of all the security, social and financial structures of a society based on democratic principles The significant lesson from the Afghanistan and Chechnya experiences is that it is necessary to build-up the legitimate local security and social structures, which will control the situation.

Cyber warfare presents new challenges to western governments and private organizations. The grave... more Cyber warfare presents new challenges to western governments and private organizations. The gravest danger posed on western governments is a strategic threat on their central information infrastructure, which necessitates the development of new approaches to effectively respond to such cyber challenges. This manuscript discusses the main stream American and Russian approaches to cyber warfare based on official documents, briefings and relevant research. The manuscript then identifies the cyber challenges Israel faces and offers a response by recognizing the lessons provided by the US and Russian approaches. The manuscript analyzes the US and Russian Approaches to Cyber Security according three parameters: Cyber Security definition and its place in the National Security Concept; Doctrinal & Practical Basis for Cyber Security and a legal basis for Cyber Security.

The present work aims to understand the process of innovation in the defense sector, performing a... more The present work aims to understand the process of innovation in the defense sector, performing a case study of the Command and Control Project of the Brazilian Army, given its strategic value attached to the National Defense and the industrial development of Brazil. For purposes of mapping innovation, the Department of Defense was divided into two parts, one on the production of goods and services called Strand Hard-and another on the application of the products in the sphere of Military Doctrine and Strategy and Tactics of war-Strand called Soft. The innovation in each component is checked into vectors, and the strand hard links in the value chain of the Complex Product Systems (CoPS) and strand Soft Operating System to Combat Military Doctrine of the Earth Brazil. This methodology allows you to explore all stages of innovation in the production process and marketing of goods and services for defense, showing where the core of competitive advantage and bottlenecks in the process and at the same time, exploring aspects of the generation of strategic advantages and defense tactics, which reflect the main aspect of innovation in the defense sector. It should be noted, also, presented the concept of strategic knowledge, divided into central, critical and sensitive. The case study allows us to test this methodology and at the same time, identify strengths and weaknesses of the innovative process design study and conclude that for CoPS development projects generates defense on the one hand, strategic and tactical advantages to the National Defense and on the other hand, provides competitive advantages to organizations and businesses, contributing to economic diversification and competitiveness of the productive country.
