Ho... more Many European countries are on track to meeting the 90-90-90 target set out by UNAIDS in 2014. However, it is estimated that 15% of people living with HIV in the EU/EEA area are still unaware of their status and that almost half of the newly reported cases are diagnosed late. To understand the barriers to testing HIV for the men who have sex with men (MSM) population in Europe, as well as the impact of interventions aimed at addressing these barriers, we undertook a qualitative study focusing on the UK, France, and Poland as well as a pan-European overview, consisting of a targeted literature review, a brief survey, and interviews. We found that barriers to accessing testing for HIV at an individual or patient-level were similar across all countries considered, with an incorrect perception of risk, stigma, and fear of a positive test result rated among the top three barriers to testing for HIV. The search was limited to existing reviews only. While no definitive conclusions can be made, the study highlights that this is a growing field of interest and emerging evidence suggests a positive association between nature and impact on mental health.

This exercise assesses research in all disciplines across the country and is used to allocate funding to higher education institutions (HEIs). While the preparation and execution of these exercises continues, the research landscape is changing as technology advances, public policy develops and the international environment shifts. Research England commissioned RAND Europe to conduct a study to understand the direction of change within the research system in order to explore how national research assessments may need to adapt. It considers factors such as the international environment, technological advances and public policy developments. This report provides an in-depth analysis of the views gathered from the sector and existing literature. It is intended for the research community, those leading and managing HEIs, and those funding and evaluating research in the United Kingdom and internationally.

Background and context Emerging science and technology has a wide array of applications that cove... more Background and context Emerging science and technology has a wide array of applications that cover many sectors and services. Most countries, including the UK, regard emerging science and technology as key drivers for achieving societal and economic benefits. This ambition, however, also presents numerous complex challenges. These include health, safety and environmental risks that may be associated with novel developments, together with public concerns and perceptions about new scientific techniques or technologies. The challenge is to establish structures that capitalise on the benefits and opportunities offered by emerging science and technology, while at the same time safeguarding the health and safety of citizens and minimising risk. This process of stewardship to shape the way emerging science or technology develops over time is referred to as the process of 'oversight'. We use an expansive interpretation of oversight in this study, broadly considering it to encompass methods that stimulate the development of science and technology, and business arising from them, while protecting the interests of citizens. This can include oversight approaches such as legislation, regulations, governance, standards and guidelines, and other informal elements like public engagement and international cooperation. M-Pesa: Branchless mobile banking in Kenya The M-Pesa service, delivered by the Kenyan mobile network operator, Safaricom, and the telecommunications company, Vodacom, in 2007, pioneered the use of mobile phones to extend basic banking services to populations previously without access. The development of M-Pesa prompted efforts by the Central Bank of Kenya to create an enabling environment for the growth of the service. The Bank worked closely with the service developers and citizens to facilitate the expansion of branchless mobile banking, while also trying to limit the potential financial risks associated with the technology.
