Ein Kugelschreiber, eine Brille, eine Jacke oder ein Staubsauger haben nichts mit einem Computer ... more Ein Kugelschreiber, eine Brille, eine Jacke oder ein Staubsauger haben nichts mit einem Computer gemeinsam. Dies könnte sich dank Pervasive Computing bald ändern. Das äußerst ehrgeizige Ziel besteht darin, alle Alltagsgegenstände miteinander kommunizieren und auf ihre Umgebung und ihren Kontext reagieren zu lassen. Dieses Vorhaben mag viel versprechend klingen, doch wirft es unzählige Fragen auf. Die TA-SWISS Studie mit dem Titel "Das Vorsorgeprinzip in der Informationsgesellschaft" befasst sich mit den Auswirkungen des Pervasive Computing auf Gesundheit und Umwelt, aber auch mit Aspekten des Datenschutzes oder der Haftpflicht, und ruft zu Vorsicht auf.

Twenty-eight randomly chosen citizens originating from the three linguistic areas of Switzerland ... more Twenty-eight randomly chosen citizens originating from the three linguistic areas of Switzerland discussed transplantation medicine in November 2000. This PubliForum was organised by the Swiss Federal Office of Public Health, the Swiss National Science Foundation and the Swiss Centre for Technology Assessment. The aim was to explore the hopes, fears and emotions raised in the population by this highly sophisticated therapy. After a 2-day hearing of specialists and concerned persons, the citizens wrote a report dealing with the definition of death, the consent for organ harvesting, the criteria for the allocation of donated organs and xenotransplantation research. The panel made a plea for a thorough public debate on these topics. They also stressed that information and transparency are key issues to guarantee that the social and individual needs of the donors, the recipients and their involved relatives will be met.

Bütschi and Almeida explore TA's importance for policy making today, taking into consideration pa... more Bütschi and Almeida explore TA's importance for policy making today, taking into consideration parliamentarians' needs and expectations. The chapter highlights the challenges policy makers have to face when dealing with science, technology and innovation and discuss how TA can address them at an institutional level. These challenges go beyond the complexity of STI policy issues. Globalization challenges policy making on science and innovation as issues spill over national boundaries. As innovation is increasingly expected to foster growth and employment, policy making has to foster innovation and mitigate risks. And last but not least, the financial crisis is challenging parliamentary democracy with top-down fiscal crisis policies. This is where the advanced dialogical and transdisciplinary practices of TA may add value that other advisory practices cannot.

International standards are playing an increasingly important role in market governance while fre... more International standards are playing an increasingly important role in market governance while frequently exerting direct effects on health, safety and the environment. Yet civil society, more often than not, is absent from the standardisation procedures. The recommendation made here is to foster the participation of civil society actors in standardisation by framing standardisation topics in a way that will encourage the mobilisation of these actors in accordance with their repertoire of actions and interests and by organising the plural expertise required for the effective participation that is necessary if they are to exert an influence.

It analyses how a participatory mechanism can influence the institutional environment of technical diplomacy, and it reflects on the democratization of the field of international standardization. This reflection draws upon international relations literature on new forms of global governance and social studies of science and technology.

This article deals with Swiss state agencies in the fields of HIV/AIDS and alcohol-related proble... more This article deals with Swiss state agencies in the fields of HIV/AIDS and alcohol-related problems. We are interested in their development over the lust decade: What types of societal regulations did the state establish during the eighties and what are their effects? Why were they enacted? Developments in these fields can be seen as a transformation of the relation between the state and civil society. As a liberal state holding the principle of subsidiarity as a major tool, the Swiss state first became a limited welfare state, then a provoker state trying to stimulate autonomous societal organization.

Although this question sounds quite easy, this paper shows that reflecting on the impact of TA methods is a very complex endeavour. The goal of optimising impact of TA activities requires a comprehensive reflection on TA processes, TA quality criteria and, the institutionalisation and mission of TA. In this paper we strive to provide a common ground for such a broad reflection.

This article analyses the role of non‐profit organisations in the construction of the modern Swis... more This article analyses the role of non‐profit organisations in the construction of the modern Swiss welfare system. It is shown that the non‐profit organisations shifted from a substitutive role (with a traditional society orientation) towards a complementary role (with more state‐orientated strategies). Our main argument is that this evolution is marked by the environment of the non‐profit organisations, in particular the political opportunities. More precisely, whereas the liberal state of the nineteenth century only intervened when civil society failed in solving its problems according to the principle of subsidiarity, the modern welfare state incites civil society to deal with the problem.
