The discussion on the causes of the Greek crisis has focused on the twin deficits: the fiscal and... more The discussion on the causes of the Greek crisis has focused on the twin deficits: the fiscal and current-account deficit. The objective of this paper is to examine how the twin deficits came about implicating structural features of the Greek economy which contributed to the loss in competitiveness. The paper uses evidence on labor market outcomes and business demographics together with detailed information on product and labor market institutions to support the argument that these institutions played a role in the premature deindustrialization of the economy and in shaping a structure binding the economy to a low productivity level. These structural characteristics are related not only to cost elements but also to the capacity of the economy to deliver.
This data article describes a dataset of the main sectoral collective wage agreements signed in G... more This data article describes a dataset of the main sectoral collective wage agreements signed in Greece between 2005 and 2019. The authors have read through the text of the collective agreements and codified the information provided therein. Information on 70 or so variables for each agreement are presented together with quantitative aggregate information on the sector and the occupations to which the agreement pertains. More specifically, some 20 or so variables refer to general features of the agreement (e.g. duration, extension or otherwise, parties to the bargain, use of mediation/arbitration services for the conclusion of the agreement etc) while most of the remaining variables refer to the remuneration of two main occupational groups within each sector (basic wage, allowances). Finally, information on average wages and the employment in the sector from the Hellenic Statistical Authority and the Ergani administrative database are also included. <p>This chapter describes the regulatory framework in Greece at the time of the crisis and ... more <p>This chapter describes the regulatory framework in Greece at the time of the crisis and the way it has evolved since. It then reviews the theoretical and empirical literature relating to labor market regulation as a way to understand how the institutions in Greece may have affected the performance of the economy. Finally, it offers an alternative vision of a deregulated labor market supported by a robust system of welfare and social insurance, which achieves better protection and is more conducive to entrepreneurship.</p>

PurposeThe paper aims to link product market features in the Greek metal processing sector to the... more PurposeThe paper aims to link product market features in the Greek metal processing sector to the wage-setting practices followed therein.Design/methodology/approachAggregate business structural statistics are used to document the product market structure features while information from a rich sectoral collective agreement database, covering a number of sectors of the Greek economy, is used for the wage-setting practices. The approach is, in general, descriptive and discursive with the use of some regression analysis.FindingsThe main findings of the paper include: first, the metal sector as a whole is heterogeneous in terms of its structural/productive features; second, the type of collective agreements followed in the subsectors of the metal sector appear related to the structural features of the subsectors; third, negotiated wages appear binding for subsectors facing less product market competition; and finally, the ability to opt out of the sectoral agreement and sign firm-level ...

On the job training (OJT) benefits not only the firm and the employees directly involved but soci... more On the job training (OJT) benefits not only the firm and the employees directly involved but society as a whole. A number of countries record a “deficit” of OJT. The deficit appears pronounced in the Greek economy despite the adoption of a number of policy incentives to encourage training. OJT incidence varies significantly by company size and economic activity. The small size of Greek companies and the composition of economic activity (large share of activity in retail trade and construction) explain part but not all of the difference in OJT incidence between Greece and the EU-27. Most companies that provide training assess OJT positively and systematically implement such programs. The analysis finds that OJT leads to increased productivity and innovation. Despite these findings, most Greek companies do not seem convinced of the usefulness of OJT. They believe that their staff already possess the skills required for their current activity.
