Rural issues have largely been overlooked in development aid, including aid to education. Yet, th... more Rural issues have largely been overlooked in development aid, including aid to education. Yet, the vast majority of the poor live in rural areas. The recognition of this wide gap between the urban bias of development interventions and the rural character of many education and poverty challenges requires adopting a new perspective to analyze education issues in developing countries and to evaluate the results of international and national development efforts. This paper presents the case for adopting a "rural lens" when analyzing education issues in countries where the majority of the population lives in rural areas. This paper examines conceptual and practical implications for the evaluation of 'rural-sensitive' education. It presents the Education for Rural People (ERP) flagship initiative as an illustration of a creative scheme to mobilize the international community around a rural agenda for education.

This paper describes a study whose twofold purpose was to: (1) use the monograph approach to impr... more This paper describes a study whose twofold purpose was to: (1) use the monograph approach to improve knowledge about the situation of education in small countries, particularly in the Caribbean; and (2) distill ideas and techniques to make a technical contribution to educational planning in small countries. Part 1 presents a preliminary reminder of the theoretical and methodological bases of the socioeconomic analysis of small countries to explain underlying problems. Part 2 is an in-depth, comparative investigation of small countries' educational problems. The study focuses on two subgroups of islands: those of the eastern Caribbean and of the French West Indies. Part 3 presents alternatives and options open to educational planners, bearing in mind the constraints imposed by the countries' small size. The report accents long range forward analysis. A bibliography lists 9 books, 15 articles and chapters, and 8 reports and research works. Statistical annexes comprise half the document. (SG)

Lifelong learning is paramount to education and sustainable development, integral to the 2030 Age... more Lifelong learning is paramount to education and sustainable development, integral to the 2030 Agenda for Sustainable Development, and central to the notion of a learning society. In most parts of the world, increasing policy attention is being given to learning cities as a strategy to promote lifelong learning and localize the Sustainable Development Goals (SDGs). An aspiration to the right to lifelong learning, active and global citizenship and local democracy, and, in the midst of the coronavirus disease 2019 or global pandemic, resilience and recovery, are some of the ethical and policy dimensions that drive learning cities. This chapter argues for the translation of these dimensions into practical steps as part of a framework of integrated policies at the local level.

Poverty reduction and food security are at the centre of the development agenda. The concentration of poverty lies in rural areas where 70 per cent of the world’s poor live. Tackling the illiteracy and low school achievement in these areas is essential in achieving sustainable development. Therefore, poverty reduction strategies are now placing emphasis on rural development that encompasses all those who live in rural areas. For many years, the approach followed by policy-makers and education specialists has been to focus on practical and occupational agricultural skill training provided mainly at the secondary and tertiary levels. When Paul Lengrand defined l’éducation permanente (1970), learning was conceived as part of a humanistic vision of the world, intrinsically characterized by fundamental values like human dignity, equal rights and social justice and respect for cultural diversity, as well as a sense of shared responsibility and a commitment to international solidarity. Today, these principles remain fundamental aspects of our common humanity and the enduring ideals of what learning can achieve.
