S... more The Constitution of India prescribes provisions to safeguard the lives of the Scheduled Castes. Special Acts address the existing challenges related to discriminatory practices and brutal violence against them by the dominant communities. The protective legislations have however seldom acted to restrain increasing display of cruelty against the historically marginalised. Mundane normalised violence compels them to question the authority of caste and functioning of the legal system in India. The persistence of caste-based violence highlights the inability of state and bureaucracy to create an order in society. It is, therefore, necessary to understand the nature of the social system, causes of violence against Dalits and the working of administrative and judicial machinery. The 73rd amendment of the Indian Constitution has evolved as a significant mechanism for devoluti... more The 73rd amendment of the Indian Constitution has evolved as a significant mechanism for devolution of power and democratic decentralisation. The template was to transform the power relation at three levels, that is, family, community and state apparatuses. Studies on the representation of underprivileged groups (caste, gender and tribes) in the panchayati raj institutions (PRIs) have highlighted the continued discrimination against these groups. This article analyses both enabling and disabling factors which affect the performance of the elected representatives (ERs) belonging to the scheduled castes, scheduled tribes and women from seven states. The findings (both qualitative and quantitative) of the study highlight general as well as group-specific enabling and disabling factors that impact the performance of the ERs in PRIs.

A glance at women's participation in General Election shows steady growth in participation in voting and reduction of gender gap at voter level in electoral process. The current article is based on the election commission's report on electoral participation and representation of women from 1957 to the recently held general elections in 2014. It offers a detailed analysis of women's political participation and representation from being women electorate to voters, from women as candidates to women as political representatives in Lok Sabha. It is argues that, due to various social and political factors women face a democratic deficit in government. The descriptive representation of women is missing. This paper traces the inception, emergence and relevance of the celebration of a historical figur... more This paper traces the inception, emergence and relevance of the celebration of a historical figure of Assam – Joymoti – as the Joymoti Utsav (Joymoti Festival). With the first attested public celebration of the festival in Upper Assam in 1914, Joymoti Utsav was a landmark public celebration on multiple counts. Firstly, it created a feminist and nationalist consciousness in the region through its celebration of Joymoti – an Ahom princess; secondly, it marked public support to celebration of an ideal female figure whose qualities and character women were encouraged to aspire to; thirdly, it followed and also spearheaded a socio-cultural movement that found expression in literature and arts including the first Assamese movie Joymoti in 1934; fourthly, it brought together people and organizations in the making of a legacy that gave direction to the feminist movement in Assam thereby establishing it as a major socio-cultural feminist festival of Assam.
