Our mission is to deeply integrate research on global affairs with teaching and public education, and we are the home of world-renowned researchers and more than 30 academic centres and initiatives. The Innovation Policy Lab The Innovation Policy Lab (IPL) is the exciting new hub within the Munk School of Global Affairs whose mission is to study, teach, and apply novel methods and disciplines to the study of innovation and its impact on growth and society. Bringing together teams of researchers from multiple schools and departments at the University of Toronto, as well as from other institutions in countries across the globe, the IPL focuses on core questions in a number of areas including innovation and growth, innovation and inequality, globalization and innovation, social innovation, new technologies and their impact on society, innovation in traditional industries, and arts and innovation. Since our aim is not only to advance basic research but also to effect change, we pay particular attention to the role of public policy in nurturing innovation, while at the same time enhancing its positive impacts on society and limiting its negative consequences. About the Toronto Financial Services Alliance The Toronto Financial Services Alliance (TFSA) is a unique, public-private partnership dedicated to growing Toronto region's financial services cluster and building it as a global financial services centre. Established in 2001, TFSA is a collaboration involving three levels of government, the financial services industry and academia.

How do entrepreneurs of high-growth firms in small, open economies evaluate innovation policy mix... more How do entrepreneurs of high-growth firms in small, open economies evaluate innovation policy mixes? In response to market consolidation by large firms, governments in such countries are using a mix of innovation policy tools to support firms with high-growth potential in digitally intensive sectors. Government objectives, however, are not being realized. Bringing actor-centric perspectives to the policy mix literature, we analyze interviews with entrepreneurs from Canadian technology firms to determine whether there is a disconnect between the objectives and instruments employed by the government. With distinct policy preferences rooted in their growth experiences specific to the country's political economy, we find that scale-up entrepreneurs prefer a more active role of the government in the form of demand-side, direct, and targeted innovation instruments. The findings presented in this article provide a more nuanced understanding of the innovation policy landscape and the preferences of technology scale-up firms

Policies for the southern Ontario automotive cluster support multiple collaborative research proj... more Policies for the southern Ontario automotive cluster support multiple collaborative research projects designed for the application of enabling technologies. However, these initiatives cater to a small percentage of highly innovative automotive suppliers and exclude much of the traditional manufacturing base. This stands in contrast to automotive clusters in Detroit, MI; the West Midlands, United Kingdom; and Baden-Württemberg, Germany, where applied research collaborations target the entire supply chain. With respect to policy implications, we argue that new forms of industrial coordination emerging in competitor regions may offer critical policy lessons for Ontario on how to stem the erosion of innovation capabilities in its automotive supply base.
