The key idea is to guarantee the approximation of the primal program by a sequence of linear programs where thenth approximating program is to minimize the objective function subject to the firstn constraints. The paper goes on to show that any program not in the identified class can be linearly perturbed into it with the optimal value of the perturbed program converging to the optimal value of the original program. The results are then extended to the case when an uncountable number of constraints are present by reducing this case to the countable case.

We go on to show that, under this condition, the following hold. First, every finite subprogram, with 'enough' of the given constraints. has the same value as its Lagrangian dual. Second, the weak value of the primal program is equal to the optimal value of the primal.

At that time, Karlovitz conjectured the existence of a semi-infinite convex program without a duality gap, whose approximating programs have a duality gap. The purpose of this note is to provide such an example.

Recently, Duffin has extended this result to a convex program and its Lagrangian dual. Moreover, Duffin showed that under this boundedness assumption there is no duality gap. The purpose of this paper is to extend Duffm's results to semi-infinite programs.

Edwards Deming's management writings are used to deduce a set of axioms which can be viewed as the most basic assumptions or the foundation of his theory of management. These axioms are used to deduce some of the propositions that are the most important tenets qf Deming's management theory. The relationship between Deming's fumiliar 14 points for management and the uxioms and propositions are discussed. Issues that practicing managers need to address when implementing Deming's management philosophy are discussed.
