LDP, or Local Detailed Plans are instruments which derive from LGP (Local General Territorial Pla... more LDP, or Local Detailed Plans are instruments which derive from LGP (Local General Territorial Plans). On February 16, 2013 was approved the Local General Territorial Plan of Tirana by the Council of Ministers. According to this, Tirana city territory was divided in 11 structural units and each of them has a number of sub-units. On September 2013, started the process of designing 77 LGP of different sub-units of Tirana city. Following the recent urban developments of Tirana city, this paper aim is to analyse LDP problematic at sub-unit level. Through this can be point out which are the most important issues regarding new plans and real situation, form the designing to the implementation process. For this analysis, we will take in consideration two different sub-unit located in different areas, presenting different characteristics. In order to complement poverty reduction strategies and progressing as developed country, regional and rural transport interventions must be an integral part of such development interventions and focus on the mobility and access needs of communities. Substantial gains in accessibility—for more communities, in more regions of our country—are possible if regional and rural transport infrastructure interventions are designed in a least-cost, network-based manner focusing on reducing economic inequality and willing to maintain the service. In view of budget constraints, selecting interventions requires a participatory physical planning process undertaken jointly with concerned local governments and communities, supported and coordinated by regional or central government agencies. The scope of this study was to compare various stability evaluation methods. Accordingly, most co... more The scope of this study was to compare various stability evaluation methods. Accordingly, most common LE approaches were compared with the advanced LE (M‐P) method. Similarly, the differences in FOS computed from LE and FE analyses were compared based on a simple slope considering various load cases. In addition, two real slopes in a case study were analysed for the recorded minimum‐maximum GWT, pseudo‐static and dynamic conditions. Moreover, the stability evaluations of these slopes were based on both LE (M‐P) and FE (PLAXIS) calculation approaches, which both utilized shear strength parameters from advanced triaxle tests. Similarly, Mohr‐Coulomb model was applied in both approaches. The following conclusions are hence derived based on the reported work on both idealized and real slopes. Decisions to maintain and improve the reliability, functionality and infrastructure structures can only be achieved through integrated planning and management life cycle routes. Always it has been a tendency to revise road maintenance strategies, but there is still a serious and reliable administration not only because of the shortage of funds, but also problems due to the reorganization of the system. Safety and performance of the road system depends on the continuous activity of road maintenance management. For it to be effective, it is necessary to intervene before depreciation has caused irreparable damages, or damages with a high economic cost of repairs. The background and logic behind those recommendations is elaborated in the body of the paper through summarising the principal actions and policies required to be adopted in order to achieve a proper standards of road maintenance under the new territorial strategy system of local government. It is important to recognise that the roads which will fall under the responsibility of the new bodies are just a part of the overall road system. They should not be considered in isolation and in some respects it is desirable that national policies and standards be adopted which will cover the whole of the road system. I... more Investing in ensuring the quality and safety of movement on highways is not a one-time process. Institutions charged with ensuring quality crossing surfaces must constantly monitor and repair the highway network so that it remains in the best possible condition. Because the funds available to maintain the highway network are limited, it is essential that decisions taken to maintain and rehabilitate the highway network are spent justifying each intervention. Layer management systems at the network and project level help with this objective. Strata require a long-term investment of funds over their lifetime to maintain them in the most costeffective manner. Therefore, the selection of the most cost-effective alternative does not depend only on the initial construction investment [1]. The total cost of the coating over its expected life cycle must be considered to truly assess cost effectiveness. Therefore, we used life cycle cost analysis based on risk management for project level layers.
