It is the longest coastal line in Nigeria and blessed with marine resources waiting to be exploited. The Blue Economy (BE) is an economic model proposed by Gunter Pauli that lay emphasis on economic activities that depends on the sea and associated sectors, including fishing, transportation, tourism, maritime and energy. Blue Economy growth supports the sustainable growth of the maritime and marine sectors as the oceans and seas are engines of the global economy and have great potential for growth and development of the coastal areas in particular and the nation at large. One of the major problems facing law enforcement agents in developing nations is their inability ... more One of the major problems facing law enforcement agents in developing nations is their inability to apprehend road traffic violators without physically stopping them to demand for relevant particulars. Some of these particulars when presented may either be fake, expired or genuine but there is no way the law enforcement agent can confirm the genuineness of the particulars without delaying the driver. Several methods are being used to track a moving object and access relevant information about the object but each of these methods has their pre requirements for implementation and limitations. In road transportation, most of the methods and technologies being used are either manually operated or not fast enough to generate accurate and immediate information of vehicles that are being tracked. In this paper, relevant works were clearly reviewed to identify the requirements, shortcomings and limitations of tracking vehicles. The database of road transportation using relational database model is proposed. Examination of the practicability of applying automatic identification technology generally and Radio Frequency Identification (RFID) technology in particular to identify vehicles plying the various in road transportation is carried out. The 2 requirements of the system were clearly stated and two algorithms; system and RFID were proposed to enable the computer and the technology communicates effectively and efficiently with each other in order to track any moving vehicle and transfer a unique identification of the vehicle to the computer for further information. The system was tested using sampled data and the result was successful.
With the evolution and adaptability of 3G telecommunication features on handheld devices, educati... more With the evolution and adaptability of 3G telecommunication features on handheld devices, education tends to go out of conventional campus into a feat where teaching and learning could be ubiquity, convenient, location independent and personalized. The rapid growth of mobile users will push educational institutions to adopt mobile learning solution. We propose and verify a theoretical framework of university students' m-learning acceptance and intention to use, based mainly on the Technology Acceptance Model (TAM). A sample of 458 university students took part in this research. The structural equation modeling techniques are employed to explain the adoption processes of hypothesized research model. A theoretical general framework TAMM is developed based on TAM. Our result proved that psychometric constructs of TAM can be extended and that TAMM is well suited, and of good theoretical tool in understanding users' acceptance of mobile learning in south west part of Nigeria. Mobile learning self-efficacy is the most importance construct influencing behavioral intention to use m-learning with path coefficient of 0.77 and t-value of 1.76* at p < 0.05 which is significant. Self efficacy is able to explain the highest percent of the variance (70) observed in behavioral intention to use m-learning in southwest part of Nigeria.

Presently, movemnts of vehicles in most organisations are handled manually bythe security officials that are stationed at the gates. This system is associated with mismanaged data, inaccurate data or no data at all in some instances. Consequently, it is imperative to develop a computerized system to manage data taken from the large number of vehicles that move in and out of organisations in order to deal with cases of theft, proper monitoring of people and vehicles and to provide reliable information for decision making. The features were then assessed and evaluated and comparative analysis of the two networks was carried out. The system runs on a network of infrastructure as a service (IaaS) for the purpose of overcoming the lapses associated with the existing systems developed for managing students' information. The system was built with the capability to resolve issues on manual documentation of information on staff and students, share information simultaneously among multiple users and perform its tasks without delay or deadlock. The system was developed using several scripting languages such as PHP, AJAX, JAVASCRIPT, HTML and CSS with emphasis on PHP and AJAX due to their robustness and network-centric ability in web application development. The database of the system was designed and implemented with WAMPSERVER and MYSQL. The developed system was tested using real live data and the results showed that the objectives of the system were successfully achieved.

Without adequate knowledge of Information Retrieval (IR) methods, the retrieval process for information would be cumbersome and frustrating. Studies have further revealed that IR methods are essential in information centres (for example, Digital Library environment) for storage and retrieval of information. Therefore, with more than one billion people accessing the Internet, and millions of queries being issued on a daily basis, modern Web search engines are facing a problem of daunting scale. The main problem associated with the existing search engines is how to avoid irrelevant information retrieval and to retrieve the relevant ones. In this study, the existing system of library retrieval was studied. Problems associated with them were analyzed in order to address this problem. The concept of existing information retrieval models was studied, and the knowledge gained was used to design a digital library information retrieval system. It was successfully implemented using a real life data. The need for a continuous evaluation of the IR methods for effective and efficient full text retrieval system was recommended.
The reconnaissance soil fertility study of 10,000 ha partly encroached forest reserve located bet... more The reconnaissance soil fertility study of 10,000 ha partly encroached forest reserve located between latitude 11°47'N and 11°56'N and longitude 4°22'E and 4°32'E in Northern Nigeria was conducted in 2009 to generate a soil fertility data base of the reserve. The tracking of the forest reserve boundary was done using a Garmin 72 model global positioning system (GPS) receiver. The geographic coordinates were input into the computer to generate a digital map of the forest reserve. The entire forest reserve was divided into grids to guide in the location for soil sampling using the GPS/Geographic Information System (GIS) geospatial technique. Soil auger studies were made at 250 locations to site 60 sampling pits to collect soil samples for laboratory analysis of soil properties. Forest soils were classified into three groups using soil depth as a limiting parameter in the soil fertility assessment. The soils were sandy clay loam and the pH indicated a moderate to strong acid status with low content of organic matter, percentage nitrogen, available phosphorus, potassium, calcium and magnesium. A reforestation programme with the planting of acacia for soil rehabilitation was recommended for the reserve as the tree stands would serve to protect the land against erosive activity of wind and also serve in enriching the soil with nitrogen.
