This paper forms part of a series of nine studies on the role of the European Union in internatio... more This paper forms part of a series of nine studies on the role of the European Union in international economic fora, prepared by Policy Department A at the request of the Committee on Economic and Monetary Affairs of the European Parliament. It provides factual background information about the International Monetary Fund (IMF) as well as about the EU’s relations with the IMF (both in terms of the IMF's role in the EU and the EU’s role, representation and impact in the IMF). The paper focuses in particular on the impact of IMF-EU relations in the wake of the financial crisis and explores issues of accountability, transparency and options for increased legitimacy also in the context of the “Troika” programmes across Europe, particularly in Greece. The strong influence of European policy-makers and institutions in the context of the “Troika” programmes raise not only fundamental questions about the future of EU-IMF relations, but also about transparency, legitimacy and accountability of financial assistance programmes as well as global and European global economic governance. The paper also considers wider reflections by non-EU members of the IMF on the more intensified involvement of the IMF in European affairs and provides ten concrete recommendations to members of the European Parliament.

In the framework of its accession policy and the Common Foreign and Security Policy, the EU has since 2003 deployed several actors to the country and has applied contradictory policy approaches. Based on extensive research in Bosnia, Brussels and the EU member states and the first-time examination of various internal EU documents, the book explains why the EU has not been able to apply conditionality effectively and to act coherently in Bosnia. By examining the EU's support for the fight against organized crime and negotiations on police and constitutional reforms since 2003, the book provides a precise and comprehensive analysis of the implementation of EU policies in Bosnia and the limits of EU foreign policy.

police reform in Bosnia and Herzegovina between 2004 and 2008. The EU applied the instrument
of conditionality in order to introduce a model of the police force based on principles
formulated by former High Representative and EU Special Representative Paddy Ashdown
in 2004. As these principles could hardly be defined as European standards, the EU was unable
to convince local politicians of the necessity to adopt them. However, as a consequence
of the Union’s adherence to the model, animosities increased not only between the Bosnian
parties but also between the EU and Bosnian politicians (Serb politicians in particular). Tensions
only subsided when the EU accepted a less ambitious police reform in 2007. The paper analyzes the ways in which the EU’s instrument of conditionality was increasingly
weakened in the course of the negotiation process, ultimately losing much of its credibility in Bosnia.
