The enormities of these buildings result to urban slums and their spread across urban environments have given policy-makers and allied professionals tough time on how to address the disordered urban environment across the country. Therefore, this study assesses development control regulations enforcement in Greater Yola. The article examined the Development control as one of the measures applied by physical planning agencies to ensure that developers do not deviate from building plans approved for them, in the course of Construction on the plot earmarked for such development in 16 selected wards of Greater Yola, Nigeria. Both secondary and primary data were used. Questionnaire survey of 399 households' heads was adopted for this study as a sample. These wards were selected for their active environment of new physical developments projects involving development control execution in their areas , The questionnaire was administered through a systematic random sampling procedure, and data were obtained from the relevant respondents and establishments Descriptive statistics is use in the analysis, this includes, frequency, mean and percentages while analysis of Variance using ANOVA is also used to test the significance difference between Greater Yola physical structures quality and development control compliance level in the study area.The results identified indiscriminate erection of physical structures and their spatial distribution in some wards of the Greater Yola. The findings revealed that the major issues of unregulated development were due to non-compliance to planning regulations, inadequate distribution of development permits. Insufficient staff and implements for development control enforcement. These has resulted to erection of urban slums, construction on road service areas, loss of desirable neighbourhood character and inadequacy of parking spaces. The study recommends for improved level of awareness campaign and enforcement of strict compliance regulations, review of regulations of Development Control to Development Management in physical planning practice through Upgrading the development control unit to an enforcement directorate.

Disorderly form of physical erections is a common planning problem of Nigerian regional markets, ... more Disorderly form of physical erections is a common planning problem of Nigerian regional markets, poor physical arrangement, congestion, inadequate stalls and parking spaces as well insufficient; facilities utilities and services has been problems facing Song market, Adamawa state, this has hindered a crucial market environment as a medium for providing the population of the surrounding catchment areas for the effective exchange of goods and services. As well as points for sells of their local farm produce for onward transportation to urban areas. The aim of this paper is to assess the conditions of Song regional market as well as evaluating the physical characteristics of the market with the view of identifying the available facilities in market and designing a comprehensive regional modern Market for the Local Government area The data was collected by means of 180 copies of questionnaires, using purposive and simple random sampling techniques and data was also obtained through field survey, and physical observation. Google earth map and GIS tools were used in geographic data capturing, manipulation and presentation as they were capable of handling and manipulating geo-data. The GIS were used to determine the measurements of various zones in the market through digitizing the imageries. This was effectively done through the use of streamed images from Google Earth map and ArcGIS version 10.3 was also used. Data was analyzed from GIS and excel soft wires using tables, maps and descriptive statistics were also use such as frequency, percentages and mean. The results revealed overcrowding of space, inadequate provision of shops, insufficient utilities and services in the market, insufficient designated packing space, inadequate toilettes, poor waste disposal facilities, poor accessibility of roads network, inadequate water and electricity supply, in addition to deteriorated police out post in the marketplace. Planning proposals has been suggested to a new modern market to boost commercial activities in the area while the study recommended some token amount of money to be paid as sanitation fare by the traders, which will serve as revenue generation income in supporting the sanitary exercises in the market.

The Zuru Local Government area is blessed with abundant tourism potentials such as historical artifacts, cultural heritage and spiritual sites which are located in different communities in the area. This study aims at analyzing the effects of inadequate distribution of public utilities and service in developing community-based tourism destinations in the study area with the view of planning a policy development strategy for improving the community-based Tourism development in local communities. Purposive sampling technique was used in selecting the participants and groups from the 8 communities where the community-based tourism thrives in the Local Government Area, which include Zuru, Rikoto, Dabai, Manga, Rumu, Dago, Isgogo and Peni. A total of 400 questionnaires were administered to the respondents in the 8 communities in addition to the stakeholders-based analysis using a simple random sampling technique and the proprietors' interview. The data was analyzed using descriptive statistics such as tables, frequency and percentages, while the SWOT Analysis was also used in evaluating the strength, weaknesses, opportunities and threats of the tourism potential sites in various destinations. The results indicated that study area has rich tourism potentials sites that can boost community based tourism trade in the area. The communities have fair ratio of gender distribution and youth population with a noticeable hospitality to visitors, which could be harnessed to good tourism industry, however these destination sites are having problems of ineffective distribution of road network, electricity and water supply and health facilities with the exception of the Local Government Headquarters remain a major setback of implementation of community based tourism in the study area. Planning proposals has been suggested to boost tourism sector in the area while the study recommended some token amount of money to be paid as tourism fare by the tourists, which will serve as revenue generation income in supporting the community-based tourism sector in the area.

The primary health care institution contributes to the rural development. However, reasonable access of primary health care has not been attained in most of the African nations. Incorporating the community based management project in rural health care strategies, seems to be the best approach to run rural primary health care project. Study used both qualitative and quantitative research techniques to obtain data on the implementation of LEEMP (local empowerment primary health care delivery project) in Adamawa State of Nigeria. The result shows that the Project has impacted positively to some rural communities in the state. However, there still issues in terms of distribution and access of medical facilities non-implementation of health care strategies, improper management of resources, and improper participation of the communities. This paper implies that effective incorporation of rural communities in health care strategies require full community participation. This requires collective action, which ties the community on maintenance of rural health care infrastructures, and improvements, in cultures, of personnel training as well as facilities improvement and benefits into rural health care development, with balancing the aim of sustaining rural health care delivery, personnel welfare and wellbeing of rural dwellers.

This paper attempt to investigate rates of generation, and composition of municipal solid waste (... more This paper attempt to investigate rates of generation, and composition of municipal solid waste (MSW) in different constituencies of Jimeta-Yola, and examine the strategies use for solid waste management in the metropolis. Jimeta-Yola, over the recent times has witness an influx of population in the metropolis due to the increased in urbanisation and this has led to increase in consumption of goods and services with consequence increased in rate of generation (MSW) of municipal solid waste .The research used both qualitative and quantitative research techniques to evaluate data on solid waste in Jimeta. The findings revealed that the waste generation rates varies according to the constituencies. These generation rates were 0.78, 0.75 and 0.58 kg/capital/day for Gwadabawa, Karewa, and Nassarawo wards respectively.Other were 0.43, and 0.42kg/capita/day for Limawa and Runde wards. The result of composition analysis shows, organic waste as the largest category with 54-68%. While paper and nylon were between 5.0-15% and 10-13.5% respectively. There was inadequate management of municipal solid waste. This paper implies evaluation of the characteristics of municipal solid wastes (MSW) as the basic tool in planning for improve management of solid waste in the Metropolis, with balancing the aim of sustaining environmental hygienic, composting and recycling the solid waste.

Under YDCN the enterprise aim at effective distribution of power, improve access and apprenticeship .The study used both qualitative and quantitative research techniques to obtain data on the privatization of electricity in the state .The result show that YDCN contributed to the objectives of energy regulation through improving of power supply and people livelihoods. However there were challenges, include irregular distribution of power, uneven connection of households and non-automated system of tariff. Inco-prorating the community based management project in rural development strategies seems to be the best approach to implement rural development project. The study used both qualitative and quantitative research techniques to obtain data on the implementation of LEEMP (local empowerment and environmental management project). The result shows that the project has impacted positively to rural development of some rural communities in the state. However, there were challenges discovered, which include non-inclusion of some stake holders because of social class or due to political affiliations, while projects are not evenly distributed among communities of serious needs. This paper implies that effective incorporation of rural communities in the managements of rural development projects requires full community participation in the development process. This requires collective action, which ties the community on values, sustainable maintenance of infrastructures, and improvements, in cultures, of environmental conservation and economics benefits into rural development, with balancing the aim of sustaining social infrastructures, environmental management and poverty alleviation.

Conventional "top down" approach has proved fundamentally limited in their ability to promote the culture of forest conservation in the world over. Inco-prorating the community based forest and community based natural resources management in rural development strategies seems to be the best approach to conserve forest area. This paper provides a case of community forest management by rural communities in rural areas of Nigeria. Based on the experience of the Local Empowerment and Environmental Management Project (LEEMP) in Adamawa State of Nigeria, this paper discussed the achievement and challenges in implementing community based forest management in the rural areas. Information used in this paper is based a preliminary study in evolving interviews with officials of the implementation agencies of LEEMP and a few participants of the projects in Adamawa state. Under LEEMP the priorities include the empowerment of local people to manage the community based forest and community based natural resources conservation in their areas. The project aim for the effective management of renewable forest resources, (vegetation), minimizing depletion of non-renewable forest resources (wild life), minimise forest pollution and its attendants negative impacts.(bush burning), as well as to decentralize the responsibity for managing forest resources. This study found that LEEMP helps to bring grass root citizen contribution to the objectives of sustainable natural resources management and community wellbeing collectively. There exist a strong link between the rural poverty and the deforestation and forest management through community empowerment did show some improvement both to the resource conservation and improvement to the livelihood of the communities. However there were many challenges encounter in the process implementationinclude non-inclusive of stake holders because of social class or due to political affiliation, while projects are not evenly distributed among communities of serious need, others are un involve and ill-informed in terms of decision and actions, and lack of conservation culture, among communities. This paper implies that effective incorporation of forest management in rural development strategies should focus more attention to collective action, which ties the community on values, cultures, and economics benefits into the ecological project, with balancing the aim of sustaining the environment and poverty alleviation.

This requires collective action, which ties the community on values, sustainable maintenance of infrastructures, and improvements, in cultures, of environmental conservation and economics benefits into rural development, with balancing the aim of sustaining social infrastructures, environmental management and poverty alleviation.

Conventional "top down" approach has proved fundamentally limited in their ability to promote the culture of forest conservation in the world over. Inco-prorating the community based forest and community based natural resources management in rural development strategies seems to be the best approach to conserve forest area. This paper provides a case of community forest management by rural communities in rural areas of Nigeria. Based on the experience of the Local Empowerment and Environmental Management Project (LEEMP) in Adamawa State of Nigeria, this paper discussed the achievement and challenges in implementing community based forest management in the rural areas. Information used in this paper is based a preliminary study in evolving interviews with officials of the implementation agencies of LEEMP and a few participants of the projects in Adamawa state. Under LEEMP the priorities include the empowerment of local people to manage the community based forest and community based natural resources conservation in their areas. The project aim for the effective management of renewable forest resources, (vegetation), minimizing depletion of non-renewable forest resources (wild life), minimise forest pollution and its attendants negative impacts.(bush burning), as well as to decentralize the responsibity for managing forest resources. This study found that LEEMP helps to bring grass root citizen contribution to the objectives of sustainable natural resources management and community wellbeing collectively. There exist a strong link between the rural poverty and the deforestation and forest management through community empowerment did show some improvement both to the resource conservation and improvement to the livelihood of the communities. However there were many challenges encounter in the process implementationinclude non-inclusive of stake holders because of social class or due to political affiliation, while projects are not evenly distributed among communities of serious need, others are un involve and ill-informed in terms of decision and actions, and lack of conservation culture, among communities. This paper implies that effective incorporation of forest management in rural development strategies should focus more attention to collective action, which ties the community on values, cultures, and economics benefits into the ecological project, with balancing the aim of sustaining the environment and poverty alleviation.
