Writing is one of the most important inventions of Humankind. There are few main languages in the... more Writing is one of the most important inventions of Humankind. There are few main languages in the ancient world. Among these ancient languages Sanskrit was used in Indo region. Brahmi script is one of the most important ancient letters in South Asia. It became the matrix of Debanagaricharacter used for Sanskrit and Hindi. And, it produced Burmese script, Khmer script, Thai alphabet, Laotian alphabet, Tibetan alphabet, etc., during the last two thousand years. The people of Sri Lanka are fortunate that some of the writing of their ancestors is preserved on various inscriptions found throughout the country. These inscriptions have been discovered under the drip ledges of caves, rocks, pillars and slabs. Inscribed gold, silver and copper plates have been discovered as well. On the decipherment of these inscriptions, historical, linguistic and paleographical conclusions could be arrived at. The source data of this study is already published grayscale images of early Brahmi script. These images are taken from the paper copies of inscriptions called as estampages (rubbed copy). Up to the present, reading and analyzing these inscriptions are done by manually. The aim of this study is to develop algorithms based on image data of these estampages and implement a digital data repository. The process of this study can be divided into few stages. Such as: (1). Producing precise alphabet fonts of early Brahmi scripts has been produced from photographic data, (2). Precise method of identification of ancient letters with the aid of the alphabet fonts, which leads to automatic reading of ancient inscriptions by computers, (3). Database implementation for the analysis, (4). Develop web based interface for scholars over KISSEL network to share the knowledge and experience among the KISSEL users.

In the conservation of water environments, it is necessary to monitor the physico-chemical parame... more In the conservation of water environments, it is necessary to monitor the physico-chemical parameters, such as color of water, spectroscopic data of water surface, CO2 density, temperature and pressure around the shore. However, the designing of a flexible multi parameter sensing system using a computer is generally considered expensive. In addition, programming and circuitry of a multi-parameter sensing system is complex. A computer also requires electrical power. In this paper, we propose a new technique to modularize sensors. Applying this technique, a multi-parameter sensing system can be constructed with relative ease, and a controlling program of computer and an electrical circuit can be simplified. Using a small computer, a prototype measurement system was constructed and fundamental measurement was carried out. The power consumption and data acquisition process are also discussed.

Continuous customer relationship plays an important role in the success of any business milieus i... more Continuous customer relationship plays an important role in the success of any business milieus in today’s world. Nonetheless, it can be harder to achieve consistent engagement with the customers round the clock and therefore many businesses have paved their focus in using a variety of solutions in overcoming this scenario. Contextual assistants that can have both linear and non-linear conversations with humans implicitly plays a prominent role in such situations. In contrast to resource-rich languages, creating a contextual assistant for resource-poor languages like Sinhala has been difficult mainly due to the unavailability of a rich digital footprint and the complexity of the language. Hence, this research was conducted to propose and implement a novel and common architecture of a contextual assistant framework for the Sinhala language. Here we have used a deep learning Intent Mapping (IM) model to map the consumer response to a predefined “Intent” and a Feature Extraction Mechanism (FEM) to extract related information from the input text. A set of data types for this framework were defined and FEM was trained to identify them efficiently. The IM model gave an accuracy output of 89.67 percent. The results depicted that the implemented system performs with higher accuracy in linear conversations.

Information and Communication Technologies (ICTs), including satellites, mobile phones or the Int... more Information and Communication Technologies (ICTs), including satellites, mobile phones or the Internet, play a key role in addressing the major challenges related with climate change and sustainable development. ICTs can play a significant role to improve the carbon footprint of cities by moving to a more intelligent use of energy. Climate change has risen rapidly up the agenda of international organizations, governments, communities, universities and industry sectors in the past decade, reflecting the growing impact of climatic manifestations at multiple levels with the potential to become a major disruptive factor in the achievement of economic growth and development over the next fifty years, climate change is playing an increasing role in processes of policy design, strategy implementation, livelihood maintenance and business practices around the world. This paper aims to raise awareness of the need to design and implement strategies for the ICT sector to better prepare for, respond and adjust to the impacts of short-term and long-term climatic manifestations. It gives an overview of the importance of adaptation for the ICT sector and of the challenges and opportunities resulting from this adaptation. It also describes the ICT sector's current response to climate change and gives a list of suggested adaptation actions. ICTs are fundamental for monitoring climate change, mitigating and adapting to its effects and assisting in the transition towards a green economy. By raising awareness of the role of ICTs, it is promoting transformative solutions that can ensure a sustainable future for all.

Considerable amount of their energy is now being installed to improve their teaching method and E-learning is quite popular in this region. But the quality of E-learning is still low because the teachers do not have enough skill to produce high quality materials for E-learning. In order to level up the teachers' skill to produce good E-learning contents, knowledge sharing system, KISSEL (Knowledge Integration Servers System for E-learning) is proposed. This paper describes the function of KISSEL and some examples of teacher's cooperation based on this system.

The decision making process in Bangladesh regarding the acceptance of nuclear power plants has be... more The decision making process in Bangladesh regarding the acceptance of nuclear power plants has been analyzed on the basis of authors' psychology-oriented artificial society model [1]. The first part of this paper includes the selection of agents for the modeling, and collection of various parameters of Bangladeshi society. In particular, a "keyword analysis method" is proposed to determine the knowledge function of agents. From the keyword analysis of various message data from the agents, it has been found that the knowledge functions of government, general people and mass media have a similar structure which reflects their positive attitude to the problem; only social network media is against the problem. In the latter part, computer simulations are carried out and the knowledge function of each agent is calculated as a function of time. It has been shown from the computational study that the Bangladeshi society, as a whole, will continue to have a positive attitude to the problem in the next six years, and that this trend will not change even in a suppositional case where the effect of social network media is 10 times stronger than that of the present.

Monitoring the inclination of land is important to prevent and reduce the negative effects of landslide. While considering the large scale installation, the monitoring system should be stable and inexpensive. This paper deals with the development of a new low cost inclination measurement system and its application to a wireless sensor network for disaster prevention .When tested, inclination with a gradient of 0.002°of minimum accuracy was noted. Measurement data were compared with the data from commercial inclinometer.

However designing mobile radiation measuring system using PC is generally expensive, and complicated. It also requires electrical power. In this paper, we propose a new technique to combine this type of equipments and GPS sensor using small Linux box. The power consumption and data access are also discussed.

Inscriptions are used as resources for studying ancient history of any counties of the world. Bra... more Inscriptions are used as resources for studying ancient history of any counties of the world. Brahmi script is one of the most important ancient letters in South Asia. It became the matrix of Debanagari character used for Sanskrit and Hindi. And, it produced Burmese script, Khmer script, Thai alphabet, Laotian alphabet, Tibetan alphabet, etc., during the last two thousand years. The aim of this paper is to study the evolution of Brahmi script into Sinhala script on the basis of ancient Sri Lankan documents inscribed on stone surface. With the aid of modern techniques of computer image processing, precise alphabet fonts of early Brahmi scripts has been produced from photographic data of ancient Sri Lankan inscriptions. It has been shown that the produced fonts is available for establishing a method of automatic reading of ancient inscriptions by computers.

In the first part of the paper, the present e -Learn ing status, scopes and constraints in the Asia-Pacific region have been briefly discussed. Monitoring the inclination of land is important to prevent and reduce the negative effects of landslide. While considering the large scale installation, the monitoring system should be stable and inexpensive. This paper deals with the development of a new low cost inclination measurement system and its application to a wireless sensor network for disaster prevention .When tested, inclination with a gradient of 0.002°of minimum accuracy was noted. Measurement data were compared with the data from commercial inclinometer.

Several commercial equipments are available that can measure the dose amount but most of them have some limitations. However designing mobile radiation measuring system using PC is generally expensive, and complicated. It also requires electrical power. In this paper, we propose a new technique to combine this type of equipments and GPS sensor using small Linux box. The power consumption and data access are also discussed.

Inscriptions are used as resources for studying ancient history of any counties of the world. Bra... more Inscriptions are used as resources for studying ancient history of any counties of the world. Brahmi script is one of the most important ancient letters in South Asia. It became the matrix of Debanagari character used for Sanskrit and Hindi. And, it produced Burmese script, Khmer script, Thai alphabet, Laotian alphabet, Tibetan alphabet, etc., during the last two thousand years. The aim of this paper is to study the evolution of Brahmi script into Sinhala script on the basis of ancient Sri Lankan documents inscribed on stone surface. With the aid of modern techniques of computer image processing, precise alphabet fonts of early Brahmi scripts has been produced from photographic data of ancient Sri Lankan inscriptions. It has been shown that the produced fonts is available for establishing a method of automatic reading of ancient inscriptions by computers.

In the first part of the paper, the present e -Learn ing status, scopes and constraints in the Asia-Pacific region have been briefly discussed. In the later part, the technical issues regarding the development and implementation of the knowledge sharing system (Knowledge Integration Servers System for E -Learn ing: KISSEL) is explained. Fro m the test results and feedbacks from the teachers' communit ies in the proje ct member countries, it has been found that the KISSEL is useful for the imp rovement of education and research activities in Asia -Pacific countries.

Writing is one of the most important inventions of humankind. There are few main languages in the... more Writing is one of the most important inventions of humankind. There are few main languages in the ancient world. Among these ancient languages Sanskrit was used in the Indo region. Brahmi script is one of the most important ancient letters in South Asia. It became the matrix of Debanagari character used for Sanskrit and Hindi. The people of Sri Lanka are fortunate that some of the writing of their ancestors is preserved on various inscriptions found throughout the country. These inscriptions have been discovered under the drip ledges of caves, rocks, pillars and slabs. Inscribed gold, silver and copper plates have been discovered as well. On the decipherment of these inscriptions, historical, linguistic and paleographical conclusions could be arrived at. The source data of this study is already published as gray scale images of early Brahmi script. These images are taken from the paper copies of inscriptions called as estampages (rubbed copy). Up to the present, reading and analyzing these inscriptions are done manually. The aim of this study was to develop algorithms based on image data of these estampages and implement a digital data repository. The process of this study can be divided into several stages as follows: (1). Producing precise alphabet fonts of early Brahmi scripts from photographic data, (2). Development of a precise method of identification of ancient letters with the aid of the alphabet fonts, which leads to automatic reading of ancient inscriptions by computers, (3). Database implementation for the analysis, (4). Development of web based interface for scholars over KISSEL network to share the knowledge and experience among the KISSEL users.

The decision making process in Bangladesh regarding the acceptance of nuclear power plants has be... more The decision making process in Bangladesh regarding the acceptance of nuclear power plants has been analyzed on the basis of authors’ psychology-oriented artificial society model [1]. The first part of this paper includes the selection of agents for the modeling, and collection of various parameters of Bangladeshi society. In particular, a “keyword analysis method” is proposed to determine the knowledge function of agents. From the keyword analysis of various message data from the agents, it has been found that the knowledge functions of government, general people and mass media have a similar structure which reflects their positive attitude to the problem; only social network media is against the problem. In the latter part, computer simulations are carried out and the knowledge function of each agent is calculated as a function of time.
