starting with the communist regime considering the transition from communism to democracy
after the collapse of the communist regime in 1989 to explain the overall phenomenon and its
roots. This topic has been under- researched, as numerous aspects having the potential to shed
light have been omitted and newly encountered situations from recent times might be relevant
too, bringing further insight.
By using secondary data collection methods, this research has investigated the possible roots and
explanations of corruption in Romania throughout the two political regimes: communism and
democracy. It has highlighted how the use of blat- like connections has been significant in
explaining the phenomenon as these have evolved into corruption with the passage of time and
change of values brought by transition and aided by low political will. This research revealed
that corruption can be explained as a continuous issue in Romania, as it has perpetuated in
different forms, originating from informal networks, and shifting towards more corrupt practices
in the backdrop of a chaotic and anomic society that emerged by regime change. Although
lustration measures were found not to directly affect the level of corruption, the persistence of
former communists in key positions has fed into the problem, becoming a cause of the neverending phenomenon, exerting low political will to fight corruption against the pressure exerted
by the EU to address it
