In 2013, farmworkers in Hacienda Luisita were finally awarded individual land titles called the C... more In 2013, farmworkers in Hacienda Luisita were finally awarded individual land titles called the CLOA by the DAR after a long struggle for the implementation of the CARPER. However, there are still existing cases where farmworkers, despite being qualified beneficiaries of CLOA, are still not able to till the land ganted to. This prohibits farmworkers to fully exercise their capacity on farming.

The continuous issue on landlessness of the peasants in the country is due to the landowners’ opposition for an agrarian reform which will cater the demand of the farmers and farmworkers for full ownership of land. Allowing the lease of lands to large plantations is also rampant, resulting from the dispersion of rural settlers in their community.

This research then, addresses the issue of agrarian reform in the country in terms of lands which remain undistributed even after the implementation of CARPER. It also explores whether farmworkers who can and cannot till the land granted to them through CLOA have a difference in terms of their social, economic, and political, condition farmworkers who are qualified beneficiaries of CLOA.
