the strategies adopted by a state with relatively few traditional “hard power” resources:
Uruguay. Building on works within international relations that employ more expansive
understandings of power, it looks at two cases: (A) the 2005 conflict with Argentina

of Uruguay leading to a lawsuit by three tobacco brands: Philip Morris Brands Sàrl,
Philip Morris Products S.A. and Abal Hermanos S.A. The paper concludes by saying that
power was constructed responding to specific threats, using pre-existing non-material
resources which, shaped its identity and helped it achieve its interests in the international
system.
