In Turkey strategic planning of public administration, regulated by law 5018 in 2003 and began to... more In Turkey strategic planning of public administration, regulated by law 5018 in 2003 and began to be used in public institutions since 2006. Until that date, concepts such as performance, result orientation, strategic thinking and strategic decision making, which were generally in the field of business, started to be widely used in public administration since then. Today’s organizations have to make strategic planning and have qualified human resources (HR) to ensure sustainability, shape the future, and achieve advantages in competition. On the other hand, the widespread use of such tools -the competitive superiority struggle caused by the business world, the increasing number of foundation universities, performance, strategic thinking and decision making, result orientation, total quality management etc.- forced universities to run like companies and directed them to act within the framework of strategic management approach. As such, universities have to manage more based on performance and create human capital equipped with competencies than ever before. In this study, it was aimed to investigate the steps taken by universities related to the human resource competencies, which have gained importance as a strategic factor. Under the heading of internal analysis of universities, strategic plans were accessed in order to evaluate HR competency analyses. 128 public universities constitute the universe of the study and 104 universities with an active strategic plan constitute the study group. We investigated quantitative and qualitative data to evaluate whether the HR competency analysis had been carried out as stated in the Strategic Planning Guide. The data obtained were subjected to content analysis and evaluated under themes and categories. It has been revealed that 98% of the universities included quantitative data analyses and 7% qualitative data analyses in their strategic plans.

The objective of the study is to determine the adequacy and weaknesses, if any, of the services p... more The objective of the study is to determine the adequacy and weaknesses, if any, of the services provided by the police units in Tarsus, which is growing by internal and external migrations thanks to its potential for tourism, trade and agriculture, and its geographical position, by performing necessary researches based on the scientific grounds, instead of determining by observation or estimation, and accordingly, to develop strategic management practices which are capable of responding to the varying social expectations. For objective assessment of the subject matter, it is intended to learn about the perspectives of Tarsus residents regarding the policing profession by determining the adequacy of the services provided by Tarsus Police Units as well as the public's level of satisfaction. During the study, a due diligence has been carried out to contribute to the improvement of the equipment and social facilities for the police units, increasing the communication with the beneficiary of the services, better presentation of themselves to the young generation, and involvement in the preventive actions against turning into crime, particularly by means of proactive studies. On the basis of these findings, the findings and suggestions have been tried to be developed to contribute to the rational use of the resources for services provided in Tarsus County by the police units.

Amaç-Bu araştırmada, yapı, misyon, girdiler, kaynaklar, paydaşlar ve çevreyle ilişkileri açısında... more Amaç-Bu araştırmada, yapı, misyon, girdiler, kaynaklar, paydaşlar ve çevreyle ilişkileri açısından karmaşık örgütler olarak nitelendirilebilen üniversitelerin, stratejik plan gereği yapmak durumunda oldukları-ancak tanımı, sınırları, bileşenleri, analiz yöntemleri itibariyle çeşitlilik ve karmaşa içeren-örgüt kültürü ölçümlerini, hangi alt boyutlarda ve yöntemlerle yaptıklarını, mevcut stratejik planlarını inceleyerek ortaya koymak amaçlanmıştır. Yöntem-Araştırmanın çalışma grubunu 128 devlet üniversitesi oluşturmaktadır. Araştırma tarama modelinde desenlenmiş olup, veriler üniversitelerin stratejik planlarında yer alan örgüt kültürü analizlerini-var olduğu şekliyle-betimlemeye çalışmak için doküman inceleme tekniği kullanılmıştır. Bulgular-Araştırma sürecinde aktif stratejik plana sahip üniversitelerin sadece %17'si örgüt kültürü analizlerini "Üniversiteler için Stratejik Planlama Rehberi"nde önerilen yöntemlerle yapmış, diğerleri (%83) herhangi bir ölçüm yapmadan sadece genel değerlendirme ifadelerine yer vermişlerdir. 128 Devlet üniversitesinin 34'ü, (%33) stratejik planlarında örgüt kültürlerine ilişkin bilgiye yer vermemişlerdir. Tartışma-Üniversitelerin stratejik planlarında, örgüt kültürü analizlerinin amacına uygun yapılma oranı çok düşük düzeyde kalmıştır. Ölçümlenmeyen göstergeler, karşılaştırmalı analiz yapmaya fırsat veremeyeceğinden, hazırlanan planların örgütler üzerindeki etkisini izlemek de mümkün olamayacaktır. Stratejik planların bir zorunluluk ve prosedür olarak görülmesi, stratejik planlamanın gereği gibi uygulanması sonucu elde edilecek kazanımlar konusunda yeterli bilgiye sahip olunmaması, gerçekçi bir yaklaşım ve özenle uygulanmaması gibi konular bu sonucun nedenleri olarak sayılabilir.

The present study aimed to determine the effect of human resources competency levels on organizat... more The present study aimed to determine the effect of human resources competency levels on organizational structure, and also to identify the mediation role of the organizational climate in this effect. The relationship among these variables was analyzed by statistical methods such as factor analysis, regression analysis, and Sobel tests. All academic and administrative employees in a state university operating in Mersin Province of Turkey were included in the study. Data, collected using a questionnaire developed by the researchers from all employees of the university, were used to determine the relationship between the variables in the study. It was found in the present study that the levels of human resources competence positively affect organizational structure, and the organizational climate has a partial mediation effect in this relationship.

With the realization that advanced physical resources and technological equipment are not sufficient to provide sustainable competitive advantage; the importance of human resources, which process information and create value and difference, within the organization has begun to change. Organizational change depends on positive interaction within the organization and the transformation of employees. The best method for this is to create an organization that constantly learns and develops with human resources equipped with competencies. Çalışmada, meslek yüksekokullarının sosyal programlarına kayıtlı öğrencilerin sınıf, üniversite, bölüm, cinsiyet, bilgisayar kullanma ve internet erişim olanakları gibi bağımsız değişkenler ile öğrencilerin bilgi teknolojisine yönelik tutumları arasında ilişki olup olmadığının tespit edilmesi amaçlanmıştır. Veriler, Çukurova, Mersin, Kırıkkale ve Abant İzzet Baysal Üniversite'lerine bağlı işletme, lojistik, pazarlama, turizm, muhasebe, büro yönetimi ve yönetici asistanlığı programlarına kayıtlı 884 öğrenciye anket uygulanarak elde edilmiştir. Araştırma sonucunda, sosyal bilimler bölümlerinde okuyan öğrencilerin cinsiyetleri, okumakta oldukları program ve üniversite ile öğrencilerin bilgi teknolojilerine yönelik tutumları arasında istatistiksel olarak anlamlı ilişkiler saptanmıştır.

Mushroom management style which refers to being kept of the employees in the dark like mushroom c... more Mushroom management style which refers to being kept of the employees in the dark like mushroom cultivation and given them inadequate information to increase their performance, has been considerably drawn attention as a rising metaphor in the few years for management science. Since there are limited mushroom management studies and none of them quantitatively being investigated, the present study aims at being fulfilled the research gap via exploring the mediating role played by mushroom management style within the impact of job stress on intention to leave which have a great impact on the management of organizations. Design/methodology/approach-Based on the purpose, the focus of this paper is on the private healthcare sector due to the centralized and hierarchical structure, and being intensely exposed to job stress. From this point of view, the questionnaire has been applied to 221 employees working at the four private hospitals and the data obtained from the questionnaire has been analyzed via "SPSS 22.0". Findings-As a result of the analysis, it has been indicated that the job stress has a significant effect on intention to leave; the mushroom management has a statistically significant effect on both job stress and intention to leave, and the mushroom management has a mediating role on within the impact of job stress on intention to leave. Discussion-It has been recommended that managers should pay more attention to encouraging effective and operative communication throughout the organization and regularly share more information with the employee since they have a significant role in achieving organizational goals; namely, effectiveness. On the other hand, in management science, the concept of mushroom management has been regarded in the last years and is affected by raising mushrooms. Çalışmada, meslek yüksekokullarının sosyal programlarına kayıtlı öğrencilerin sınıf, üniversite, bölüm, cinsiyet, bilgisayar kullanma ve internet erişim olanakları gibi bağımsız değişkenler ile öğrencilerin bilgi teknolojisine yönelik tutumları arasında ilişki olup olmadığının tespit edilmesi amaçlanmıştır. Veriler, Çukurova, Mersin, Kırıkkale ve Abant İzzet Baysal Üniversite'lerine bağlı işletme, lojistik, pazarlama, turizm, muhasebe, büro yönetimi ve yönetici asistanlığı programlarına kayıtlı 884 öğrenciye anket uygulanarak elde edilmiştir. Araştırma sonucunda, sosyal bilimler bölümlerinde okuyan öğrencilerin cinsiyetleri, okumakta oldukları program ve üniversite ile öğrencilerin bilgi teknolojilerine yönelik tutumları arasında istatistiksel olarak anlamlı ilişkiler saptanmıştır.

Mushroom management style which refers to being kept of the employees in the dark like mushroom c... more Mushroom management style which refers to being kept of the employees in the dark like mushroom cultivation and given them inadequate information to increase their performance, has been considerably drawn attention as a rising metaphor in the few years for management science. Since there are limited mushroom management studies and none of them quantitatively being investigated, the present study aims at being fulfilled the research gap via exploring the mediating role played by mushroom management style within the impact of job stress on intention to leave which have a great impact on the management of organizations. Design/methodology/approach-Based on the purpose, the focus of this paper is on the private healthcare sector due to the centralized and hierarchical structure, and being intensely exposed to job stress. From this point of view, the questionnaire has been applied to 221 employees working at the four private hospitals and the data obtained from the questionnaire has been analyzed via "SPSS 22.0". Findings-As a result of the analysis, it has been indicated that the job stress has a significant effect on intention to leave; the mushroom management has a statistically significant effect on both job stress and intention to leave, and the mushroom management has a mediating role on within the impact of job stress on intention to leave. Discussion-It has been recommended that managers should pay more attention to encouraging effective and operative communication throughout the organization and regularly share more information with the employee since they have a significant role in achieving organizational goals; namely, effectiveness.
