It emphasises methodological aspects of the researchers’ long-term participation in the process of questioning and denaturalising of political, social, and economic inequalities by the collectors, understood as subjects of their selforganisation. It addresses quality criteria for long-term participant research, and the role of the scholar in the tension between engaging in social movement and being an integral part of academic life. The development of a master’s thesis and of a doctoral dissertation between 2010 and 2016 sets the background. This article is a systematisation of the hermeneutic practice focusing on the research relations and processes of sharing of meanings between actors and researcher, aiming at the improvement of the subjects’ political praxis.

Research paper thumbnail of Can Political Participation Become Dangerous for Democracy? Participatory Experiences in Brazil and the Reactions Against Them

In the late 1970s, social movements and some NGOs began to demand what they called a ‘right to participate’ in the control of the state and the decision-making processes of public policy. The Federal Constitution from 1988 created many instruments to involve stakeholders directly in the formulation and management of specific policies by foreseeing direct participation in them. Probably the best known mode of participation is participatory budgeting. It was first implemented in Porto Alegre in 1990 and, then, expanded to many cities in Brazil and the world. New forms of relationship between citizens and the state have been attempted – with success – at the various levels of government and in the treatment of a variety of public issues. But severe difficulties in the political representative system and the problem of social inequality are still subsistent.

But it comes with increasing disputes over claims of primacy or even exclusivity of certain professions. In Brazil, during the last decade was fought a noisy dispute about the place of the medical activity in the concert of professions in healthcare. This dispute had its epicenter in the so-called Law of the Medical Act. The question in dispute was whether the complexity of the object and the specific knowledge about it would legitimize special privileges for one

This article, however, highlights some elective affinities between them in order to explore new resources for research and social engagement. Its focus relies on the question of the attitude of the researcher and the languages that allow articulating perceptions of injustice. After reviewing intuitions and proposals from the foundational period in critical theory and the tradition of participatory research, the text examines within these traditions the difficult question of the origin of normative principles that can serve as immanent criteria of judgement in analyses of reality. Finally it takes the proposed renewal of critical theory through the recovery of the language of recognition, according to Honneth, to ask if it could contribute to participatory research today. Keywords: participatory research, critical theory, citizenship, emancipation

While reflection has a well-established context in the human sciences, evaluation and regulation developed focusing especially on dilemmas in the biomedical fields. They have expanded from there to the other scientific areas. For research with methodologies that establish more horizontal relations and are open to permanent negotiations, such as participatory research, the regulations that involve vertical knowledge-power relations may present dilemmas that affect both the practice of research and its potential results. However, recognising the specificity of the human sciences regarding this aspect meets with strong resistance. The text discusses these problems based on the experience of participating in a research ethics committee and in a Work Group of the Ministry of Health in Brazil charged with elaborating specific regulations for ethics in research in the human and social sciences.

The PT-led government, driven by Lula da Silva (2003–2010) and Dilma Rousseff (2011–2016), representative of the democratic and participatory line, implemented many innovative policies concerning notably social citizenship rights and industrialization. Perhaps, like many other Latin American countries during the first pink tide, it was unsuccessful in transforming the old economic, political, and social frameworks to provide a suitable environment for new politics. The text examines this period, emphasizing improvements in political participation, inclusive social policies, and the relationship between the government and social movements, as well as some flaws that hastened its demise.
