In Luxembourg, cultural and creative industries are still a widely ignored research field. The pr... more In Luxembourg, cultural and creative industries are still a widely ignored research field. The present study would like to contribute to a first overview of this neglected aspect in Luxembourgish contemporary history. It will focus on the political discourses on cultural and creative industries, both explicit and implicit, and the policy implemented at the national level in Luxembourg. The late 1960s will serve as a starting point, when Luxembourg’s cultural policy slowly began to evolve under a new ministry and in changing international, social and economic contexts. It is argued that since then a shift from an implicit cultural industries policy to an explicit creative industries policy has taken place.

La politique culturelle d'un pays ne peut pas être saisie sans tenir compte des spécificités nati... more La politique culturelle d'un pays ne peut pas être saisie sans tenir compte des spécificités nationales, souvent issues d'une longue histoire et du processus de gestation de l'État. Considérons à titre d'exemple un pays voisin du Luxembourg, la France : certains auteurs, comme Xavier Greffe et Sylvie Pflieger dans La politique culturelle en France (2015), soulignent l'intervention active de l'autorité centrale et la lient à une tradition qui remonterait déjà aux actions des rois et des princes dans le domaine du mécénat. Cette observation n'est pas entièrement partagée par tous les commentateurs qui préfèrent présenter des analyses plus nuancées. Dans L'invention de la politique culturelle (2010), Philippe Urfalino se concentre sur le cas des maisons de la culture en France et met en évidence l'importance des « lieux communs », selon lui l'aspect indispensable à la compréhension de la politique culturelle, laquelle ne peut pas être réduite aux explications courantes comme la « tradition monarchique » (p. 9). Une politique culturelle évolue au cours du temps, elle change d'objectifs et de missions, en fonction de toute une série d'évolutions politiques, sociales, économiques et culturelles.

From a cultural perspective, the city of Milan in Italy has a lot of activities and places to off... more From a cultural perspective, the city of Milan in Italy has a lot of activities and places to offer. Milan was not only designated by the Unesco as creative city for literature, but also chosen for hosting the European Culture Forum (ECF) from 7 to 8 December 2017. It was the first time that it was held outside of Brussels. The neighbourhood in which the event took place was quite fitting: opposite of the venue was an old factory building repurposed for creative industries with offices and spaces for cultural activities and adjacent to the Museo delle Culture.
