It is one of 15 centres supported by the Consultative Group on International Agricultural Research (CGIAR), an association of public and private members who support efforts to mobilize cutting-edge science to reduce hunger and poverty, improve human nutrition and health, and protect the environment. Bioversity has its headquarters in Maccarese, near Rome, Italy, with offices in more than 20 other countries worldwide. The Institute operates through four programmes: Diversity for Livelihoods, Understanding and Managing Biodiversity, Global Partnerships, and Commodities for Livelihoods. The International Center for Tropical Agriculture (CIAT) is a not-for-profit organization that conducts socially and environmentally progressive research aimed at reducing hunger and poverty and preserving natural resources in developing countries. This Brief describes a ‘culture study’ carried out to explore how different staff groups perceive... more This Brief describes a ‘culture study’ carried out to explore how different staff groups perceive the culture of an international research centre and how the management of staff diversity issues affects the work environment and organizational performance. The perceptions of various staff groups were analysed in relation to five aspects of organizational culture: institutional climate; global competitiveness; empowerment and group motivation; work–life balance; and equity in gender and diversity. The study identified what staff believed to be the key strengths and weaknesses in the organization’s culture and detected four strategic areas for improvement: internal organizational communications; re-design of job positions and responsibilities; multi-cultural competencies; and gender awareness in the workplace. The diagnostic process is described, as well as the follow-up actions taken to improve the management of gender and diversity in the centre.

This guide is part of a report presented to Global Affairs Canada by a consulting team of Learnin... more This guide is part of a report presented to Global Affairs Canada by a consulting team of Learning for Impact, Corp., as part of the Gender Equality context analysis in Peru 2014-2019 for a programmatic evaluation of development activities of the Government of Canada in that country.
It is based on the "Decalogue of Evaluation with a Gender Perspective", a document that seeks to contribute to more gender-transformative practices in evaluation. At the national level, compliance with international standards for the monitoring of SDGs through National Voluntary Reports with a gender approach has been used as a reference.
The SDGs represent an ambitious development agenda towards the year 2030. The Government of Canada and its Feminist International Assistance Policy must harmonize their policies and programs with the plans, actions, and results established by the countries that receive their support for the fulfillment of these objectives and the empowerment of women and girls.
For this reason, these operational tips combine elements for gender mainstreaming in policies, programs, and projects, as well as the incorporation of gender analysis at the macro (national) dimension, to contribute to making Canadian international cooperation interventions more gender-equitable and contributing to the monitoring of the development plans of the countries.
It also seeks to put into practice the gender transformative/feminist approach in all stages of the evaluation.

Se aborda la metodología para la elaboración de un estudio de caso relativo a los resultados de u... more Se aborda la metodología para la elaboración de un estudio de caso relativo a los resultados de un proyecto de servicios de salud y empoderamiento de las mujeres, en Guatemala, el cual formaba parte de un programa global de OXFAM Canadá.
Releva cómo el método utilizado, el estudio de caso, con activo protagonismo del personal directivo y profesional de la organización, líderes y activistas en procesos de incidencia, y usuarias de servicios de salud reproductiva y no violencia, puede convertir una evaluación en una experiencia altamente educativa y propositiva para el cambio organizacional.
El punto de partida es la reflexión participativa para establecer los parámetros de la evaluación, los aspectos organizacionales y los cambios ocurridos en las vidas de las mujeres. La construcción del estudio de caso con metodologías participativas como la Indagación Apreciativa (IA) y el Análisis Organizacional con enfoque de género, permitió destacar las voces de las mujeres sobre el cambio. La primera es una metodología que identifica lo mejor que esté ocurriendo en una organización. El Análisis Organizacional con enfoque de género es un marco integrado de análisis que permite valorar el desempeño y la cultura de una organización para entender los factores que favorecen o impiden estos y fortalecer sus capacidades, sus servicios y resultados con calidad y equidad.
También se inspiró en el enfoque “el Cambio más Significativo”, para las entrevistas con lideresas en los territorios, permitiendo evaluar con igual intensidad los cambios ocurridos tanto en el plano institucional como en las vidas de las mujeres.

This Decalogue offers input to help avoid the evaporation and technocratization of gender issues in the policy and practice of evaluation.

The notion of “cultural respect” embraces different assumptions that range from cultural fundamentalism to dynamic intercultural relationships. These assumptions influence how cultural competence is perceived and operationalised in evaluation policies, designs and implementation. This is particularly relevant for evaluations that apply a gender transformative and social equity lens. Cultural assumptions often hide, underestimate or legitimate culturally determined gender hierarchical power relations and inequalities.
Based on their experiences in multicultural contexts in Latin America,, the authors share their reflections and suggest a set of competencies and recommendations that could inspire and be useful in several contexts to build a bridge between cultural and gender competences in evaluation.
