In this report, we cover the results of a quantitative and qualitative survey mapping the complex ecosystem surrounding Syrian women and shaping the dynamics affecting their lives. Issues examined fall under eight pillars: security, economy, equity and equality, political rights, legal rights, education, health and social norms and culture.
This exploratory report establishes a baseline for further research on the transformations that affected Syrian women and their ability to endure and survive the impacts of the conflict.

Among their many goals, they aim to empower and promote the voice of Syrian women, especially regarding women's participation in political and public life through the different international processes and platforms addressing the Syrian conflict. This phenomenon opens the door to a set of legitimate questions: Is there a genuine women/feminist agenda in Syria, in the sense that it reflects the real aspirations and concerns of Syrian women? And what are the characteristics and criteria of such an agenda? In an attempt to answer these legitimate questions, the Common Space Initiative conducted a survey of 50 individuals (women and men) active in Women's rights sphere from different parts of Syria in order to explore their views on the women/feminist agenda (What does it mean? What's its value? How useful is it? etc...). The findings of the survey revealed a variety of opinions; different on some points but compatible with others. The survey, however, conveyed an agreement among those surveyed that the Syrian women/feminist agenda is unclear or ambiguous; and that it fails to represent them for many reasons; namely:

This paper aims to provide a brief overview of DVAW in the Syrian context from its social and legal aspects. It will review the initiatives taken by the Syrian government and civil society actors to address this issue over the past years. It will then outline the main factors that contributed to a hike in DVAW cases during the quarantine as well as the different forms of violence against women reported by activists and their associated challenges. Finally, the paper will conclude with policy recommendations for the relevant actors in the Syrian context and in reference to the political process. The information presented in this paper is based on a combination of open source material collected from official government websites and online reports of international non-government organizations. Perhaps more importantly, information was also obtained from non-structured interviews with women rights activists and reports produced by Syrian civil society actors.

The report presents a strategic roadmap for the European Union's engagement with Syrian civil society (SCS). It synthesizes findings from extensive secondary literature and primary data, including key informant interviews and focus group discussions with local and international experts. The report outlines a holistic strategy to navigate the complex ecosystem of Syrian civic actors, focusing on enhancing their capacity to operate in a conflict-affected environment. It also proposes a shift in EU approaches, emphasizing bottom-up empowerment, inclusive partnerships, and long-term development beyond immediate humanitarian needs. Key recommendations include fostering cross-geographical networks, supporting deliberative democracy, and promoting sustainable community resilience. The report’s analysis is framed by four priority areas: representation of civil society, deliberative democracy, public well-being, and self-constitution. These priorities are designed to guide future EU engagements, ensuring that Syrian civil society can play a pivotal role in the country's recovery and development, particularly in the aftermath of recent seismic events.
