The project attempts to study Police Station Record Management System (PSRMS) as a ‘Case Study’ o... more The project attempts to study Police Station Record Management System (PSRMS) as a ‘Case Study’ of E-Government Projects in Pakistan using Heeks’s Design Actuality Gap Analysis Framework. Heeks’s model proposes Information, Technology, Processes, Objectives and Values, Staffing and Skills, Management and Management Structures and, Other Resources (ITPOSMO) as seven dimensions for study of ICT-driven E-government Projects. According to the Heeks’s model, Information System has Design assumptions and, any mismatch (gap) between Design Assumptions and ground realities (Actualities) of host organisation across proposed dimensions (ITPOSMO) results in failure of the E-government initiatives and, it costs the public exchequer dearly. In this study, PSRMS Design Assumptions and, organisational realities are studied in District Faisalabad, Punjab, Pakistan and, gaps are identified. The study goes on to conclude that there is an existence of gap between PSRMS Design Assumptions and, organisational realities. Further, if concrete remedial measures are not taken to close these gaps, the PSRMS might end up in failure.

The project aims to identify the knowledge and response (attitude) gaps in Police Officers in Pak... more The project aims to identify the knowledge and response (attitude) gaps in Police Officers in Pakistan regarding Emotional, Psychological, Financial and Sexual Violence against women by intimate partners. The study further aims to propose remedial measures. For the identification of knowledge and attitude gaps structured questionnaire is developed. The knowledge questions are based on Power and Control Wheel (P&CW) proposed by Domestic Abuse Intervention Programme (DIAP) and United Nations (UN). The P&CW helps identify the cases of Domestic Violence (DV) by highlighting signs. The highlighted signs are used for writings questions. To determine response gaps, the participants are asked to share their approach towards DV and actions in response to calls for help. The questionnaire was administered online, and the officers of the Police Service of Pakistan (PSP) were invited to participate. A total of 58 Police officers participated. The study concludes that knowledge gaps exist in the Police Officers, impacting the victims of DV. Further, the police response is lukewarm and routine towards DV. Therefore, it is proposed that these knowledge gaps should be filled through training based on a proposed standardised National course to be designed by National Police Bureau (NPB) regarding DV. The course should be administered to officers serving at different levels. Further, the response should be improved by devising Standard Operating Procedures (SOPs) and assigning roles and responsibilities. Additionally, response to DV should be considered in the Performance Evaluation Report (PER) as a Key Performance Indicator (KPI).

The absence of forensic sciences hinders the criminal justice system in Pakistan. Lack of complia... more The absence of forensic sciences hinders the criminal justice system in Pakistan. Lack of compliance, lack of DNA analysis, and poorly equipped personnel all contribute to the low conviction rates in Pakistan. In this study, this scribe has explored the underlying problem related to the use of forensic evidence (FE) by Law enforcement agencies (LEAs) in Pakistan. The study focuses on the capacity issues related to the use of FE by LEASs. Th capacity is defined as the ability or inability of the LEAs to respond to the occurrence of crime, FE Collection, its preservation, storage, transportation and interpretation for the preparation of prosecution case in the light of the international best practices. For exploring these issues capacity issues, qualitative data is collected by administrating structured questionnaires to Investigation officers (I/Os) working at Police Station (PS) in two District of Sindh Province of Pakistan. For analysis, the procedures used by I/Os in our study population are compared against the international best practice for which the Crime Scene Investigation (CSI) guide (2013) developed and approved by the National Forensic Science Technology Centre is used. The analysis of the data is suggestive that there are severe capacity issues in the Use of Forensic Evidence by Law Enforcement Agencies in Pakistan which require consideration for improvement. Lastly, this study has offered recommendations on the basis of the findings for improvement.
